In order to ensure the basic stability of market prices for important livelihood goods and services in flood prone areas, and to stop illegal price hikes and other price violations, the State Administration for Market Regulation issued a notice on the 5th regarding maintaining market price order and stability during flood season, issuing a "seven no's" warning to relevant operators.
Firstly, it is prohibited to fabricate and disseminate information about price increases. It is not allowed to fabricate or spread information about tight supply of goods or a surge in market demand. It is not allowed to fabricate or disseminate information that other operators have already raised or are preparing to raise prices. Do not spread information to induce other operators to raise prices.
The second is not to hoard and hoard. Without justifiable reasons, it is not allowed to exceed the normal storage quantity or storage cycle, hoard a large amount of important livelihood materials with tight market supply and significant price fluctuations.
Thirdly, we must not push prices up too quickly or excessively. It is not allowed to force bundled sales of goods and significantly increase prices in disguise. It is not allowed to significantly increase prices before the cost increases significantly, or if the cost increases but the price increase is significantly higher than the cost increase.
Fourthly, collusion to raise prices is prohibited. It is prohibited to collude with each other, manipulate market prices, and harm the legitimate rights and interests of other operators or consumers.
Fifth, it is not allowed to violate the explicit pricing regulations. The pricing should be truthful and accurate, with goods labels aligned and eye-catching, and price changes should be adjusted in a timely manner. It is not allowed to sell goods or provide services at an additional price beyond the listed price, and no fees not specified shall be charged.
Sixth, price fraud is prohibited. Business operators shall not use false or misleading pricing methods to deceive consumers or other business operators into conducting transactions with them. False pricing, false discounts, false price reductions, low prices deceiving high price settlements, and failure to fulfill price commitments without justifiable reasons are prohibited. Operators of online trading platforms shall not use technological means or other means to force operators within the platform to provide false or misleading price indications.
Seventh, it is prohibited to violate laws and regulations, use price means to infringe upon the legitimate rights and interests of consumers and other business operators, and disrupt the market price order.
The State Administration for Market Regulation requires relevant operators to carefully refer to the announcement and carry out self inspection and self correction in a timely manner. Market regulatory departments at all levels will strengthen law enforcement inspections and investigate and deal with various price violations in accordance with the law.
