Number Flood Basis
In 2019, the Ministry of Water Resources issued the "Regulations on the Numbering of Major River Floods in China". According to the Regulations, major rivers and lakes across the country, as well as major rivers that flow into the sea independently across provinces, have reached the warning water level. In the absence of this indicator, the water level of a flood that occurs once every 2 to 5 years or affects local flood control safety can be defined as the flood numbering standard.
Flood numbering format
The flood number consists of three parts in sequence: the name of the river, the year of flood occurrence, and the flood sequence number.
For example, on July 12, 2012, the inflow of the Three Gorges Reservoir of the Yangtze River reached 50000 cubic meters per second, which was the second flood of the Yangtze River to meet the numbering standard in 2012. This flood was named "Yangtze River No. 2 Flood of 2012".
Yangtze River Flood Numbering Standard
When the Yangtze River flood meets one of the following conditions, flood numbering shall be carried out.
1. The flow rate of the upstream Cuntan hydrological station or the inflow rate of the Three Gorges Reservoir reaches 50000 cubic meters per second;
2. The water level at the Lianhuatang water level station in the middle reaches reaches the warning level, or the water level at the Hankou hydrological station reaches the warning level;
3. The water level at the downstream Jiujiang hydrological station has reached the warning level, or the water level at the Datong hydrological station has reached the warning level.
For compound floods, when the flood reaches the numbering standard again and the time interval reaches 48 hours, it will be numbered separately.
Yellow River flood numbering standard
When the Yellow River flood meets one of the following conditions, flood numbering shall be carried out.
1. The upstream Tangnaihai hydrological station or Lanzhou hydrological station has a flow rate of 2500 cubic meters per second;
2. The flow rate at the Longmen or Tongguan hydrological stations in the middle reaches reaches 5000 cubic meters per second;
3. The downstream Huayuankou Water Culture Station has a flow rate of 4000 cubic meters per second.
For compound floods, when the flood reaches the numbering standard again and meets one of the following conditions, it will be numbered separately.
1. The interval between upstream floods reaches 48 hours;
The interval between floods in the middle and lower reaches reaches 24 hours.
Flood numbering standards for major rivers in the Huai River Basin
When the water level at the Wangjiaba hydrological station of the Huaihe River reaches the warning level or the water level at the Zhengyangguan water level station reaches the warning level, the flood number is assigned.

When the flow rate of the Yihe Linyi Hydrological Station reaches 4000 cubic meters per second, flood numbering is performed.
When the flow rate of Shuhe Zhonggou Hydrological Station reaches 2000 cubic meters per second, flood numbering is performed.
For compound floods, when the flood reaches the numbering standard again and the time interval reaches 24 hours, it will be numbered separately.
Flood numbering standards for major rivers in the Haihe River Basin
When the flood of each river system meets the following conditions, flood numbering shall be carried out separately.
1. The inflow of the Panjiakou Reservoir in the Luanhe River system reaches 2200 cubic meters per second, or the water level at the Luanxian Hydrological Station in the Luanhe River reaches the warning level.
2. The inflow of the Yongding River Guanting Reservoir in the Yongding River system reaches 1000 cubic meters per second, or the inflow of the Sanjiadian Hydrological Station in the Yongding River reaches 500 cubic meters per second.
3. The flow rate of the Juma River Zhangfang Hydrological Station in the Daqing River system reaches 1600 cubic meters per second, or the water level at the Shifangyuan Water Level Station in the Daqing River reaches the warning level.
The inflow of Huangbizhuang Reservoir in the Hutuo River system of the Ziya River reaches 3000 cubic meters per second.
5. The inflow of the Zhanghe Yuecheng Reservoir in the Zhangwei River system reaches 2000 cubic meters per second, or the water level at the Weiyun Henan Tao Hydrological Station reaches the warning level.
For compound floods, when the flood reaches the numbering standard again and the time interval reaches 24 hours, they are numbered separately.
Flood Numbering Standard of Main Rivers in the Pearl River Basin
When the flood of Xijiang River meets one of the following conditions, flood numbering shall be carried out.
1. The inflow of Longtan Reservoir upstream reaches 10000 cubic meters per second;
2. The inflow of the Datongxia Water Conservancy Hub in the middle reaches or the flow rate at the Wuxuan Hydrological Station reaches 25000 cubic meters per second;
3. The water level at the downstream Wuzhou hydrological station has reached the warning level.
When the flow rate of Beijiang Shijiao Hydrological Station reaches 12000 cubic meters per second, flood numbering will be performed.
When the flow rate of Dongjiang Boluo Hydrological Station reaches 7000 cubic meters per second, flood numbering is performed.
When the water level at the Sanheba hydrological station in Hanjiang reaches the warning level or the flow rate reaches 4800 cubic meters per second, flood numbering will be performed.
For compound floods, when the flood reaches the numbering standard again and the time interval reaches 48 hours, it will be numbered separately.
Flood numbering standards for major rivers in the Songliao Basin
When the inflow of Nenjiang Nierji Reservoir reaches 3500 cubic meters per second, or the water level at Qiqihar Water Level Station reaches the warning level, or the water level at Jiangqiao Hydrological Station reaches the warning level, flood numbering will be carried out.
When the inflow of the second Songhua River Baishan Reservoir reaches 5000 cubic meters per second, or the inflow of the Fengman Reservoir reaches 8000 cubic meters per second, or the water level at the Jilin Hydrological Station reaches the warning level, or the water level at the Fuyu Hydrological Station reaches the warning level, flood numbering will be carried out.
When the water level of the Harbin Hydrological Station on the main stream of the Songhua River reaches the warning level, or the water level of the Jiamusi Hydrological Station reaches the warning level, flood numbering will be carried out.
When the water level at the Tieling Hydrological Station on the main stream of the Liaohe River reaches the warning level, flood numbering will be carried out.
For compound floods, when the floods of the Nenjiang River, the Second Songhua River, and the main stream of the Songhua River reach the numbering standard again and the time interval reaches 72 hours, they will be numbered separately; When the flood in the main stream of the Liao River reaches the numbering standard again and the time interval reaches 48 hours, it will be numbered separately.
The Taihu Lake Lake Flood Numbering Standard
When the average water level of the Taihu Lake Lake reaches the warning level, flood numbering will be carried out.
For compound floods, when the flood reaches the numbering standard again, the water level rises by 0.20 meters, and the previous flood subsided for 120 hours with a water level drop of 0.20 meters, it will be numbered separately.
