According to public information, Liu Guangyuan is from Huaiyang County, Henan Province. After graduating from Zhengzhou University in 1986, he entered the Ministry of Foreign Affairs and successively served in the African Department, Embassy in Ghana, Embassy in Nigeria, and Cadre Department of the Ministry of Foreign Affairs.
In 2000, Liu Guangyuan went to the United States to fulfill his duties and served as the Deputy Consul General of the Consulate General in San Francisco. Two years later, he returned to Beijing to serve as the Deputy Director of the Cadre Department of the Ministry of Foreign Affairs. In 2007, he returned to the United States and served as the Ambassador of the Embassy in the United States. In 2010, Liu Guangyuan was appointed as the Ambassador to Kenya and also served as the Permanent Representative to the United Nations Environment Programme and the Permanent Representative to the United Nations Human Settlements Programme.
In March 2018, Liu Guangyuan was appointed as the new Ambassador to Poland. Liu Guangyuan used various factual data to fight back against the situation that the then US ambassador to Poland Mosbach repeatedly discredited China on COVID-19, 5G and other issues through social media.

In March 2020, Mosbach posted on one of the largest portal websites in Poland, ONET, accusing China of the pandemic and further spreading it through Twitter. The next day, Ambassador Liu Guangyuan published a signed article on the same website titled "The United States distorts facts and throws blame for ineffective epidemic prevention", and @ the US Ambassador on Twitter, reminding them to read.
In July 2020, Mosbach forwarded an article from a US State Department official on Twitter, stating that Chinese 5G companies were "untrustworthy". He then published a series of tweets, accusing Chinese companies of being used by the Chinese government for surveillance purposes. Liu Guangyuan immediately published 17 tweets, accusing the US of using state power without evidence to suppress Chinese enterprises, and published a signed article in Polish media.
In 2021, Liu Guangyuan went to work in Hong Kong and was appointed as the Special Commissioner of the Ministry of Foreign Affairs in the Hong Kong Special Administrative Region, marking this adjustment.
On February 23 of this year, a spokesperson for the Hong Kong Special Envoy Office of the Ministry of Foreign Affairs stated that the Office's special envoy Liu Guangyuan recently met with the US Consul General in Hong Kong, Mei Rurui, to make solemn representations and express strong dissatisfaction with Mei Rurui and the recent series of erroneous words and actions of the US Consulate General in Hong Kong's affairs. He was a representative of the 18th, 19th, and 20th National Congresses, a member of the 13th National Committee of the Chinese People's Political Consultative Conference, and a representative of the 14th National People's Congress. He has served as the Secretary of the Party Committee and Director of the National Security Department of Hebei Province for a long time.

On July 8, 2020, the National Security Office in Hong Kong was unveiled and established.
