Deputy department level cadres have been arrested for gambling multiple times: they have received serious warnings within the party, stayed under party observation, and been expelled from the party
On August 31st, the Discipline Inspection Commission and Supervision Commission of Yueyang City, Hunan Province reported 5 typical cases of party members, cadres, and public officials participating in card and gambling that have been recently investigated and dealt with. The notice shows that Yi Dasheng, a former deputy department level cadre of the Finance Bureau of Yunxi District, has a gambling addiction, making repeated mistakes and refusing to correct his mistakes.
According to the announcement, Yi Dasheng was disciplined twice by the party for participating in card and gambling. In 1999, he was given a serious warning within the party, and in 2014, he was detained in the party for two years and his deputy department level position was revoked. On May 25, 2022, Yi Dasheng was caught and administratively punished by the public security organs for gambling while playing mahjong at a mahjong parlor in Luosigang, Yueyanglou District. Yi Dasheng also engaged in other disciplinary violations. In June 2023, Yi Dasheng was expelled from the party and dismissed from government positions.
The notice also disclosed that from January 2021 to December 2021, Zhou Xia, former member of the Party branch of Huarong County Library, worked as a customer service representative in a gambling group of a certain chess and card company through the introduction of her friend Luo. She illegally profited more than 24000 yuan and was seized by the public security organs. The People's Procuratorate of Huarong County believes that Zhou Xia has committed self surrender, accomplice, and returned stolen goods, and has made a decision not to prosecute her in accordance with the law. In May 2023, Zhou Xia was dismissed from her party position and demoted to a lower level.
Pengpai News has noticed that in recent times, various regions in Hunan have reported a group of typical cases of party members, cadres, and public officials playing cards and gambling.
For example, Luo Zhengang, former Deputy Secretary and Deputy Director of the Agricultural Machinery Affairs Center in Taoyuan County, Changde City, violated the provisions of the Criminal Law by opening a casino. From July 2017 to October 2019, Luo Zhengang invested 150000 yuan to participate in the operation of two gambling venues opened by Cheng, including Dongwei Game City and Xinwei Game City, and set up 36 electronic game devices with gambling functions. The cumulative illegal gains amounted to more than 530000 yuan, of which Luo Zhengang received 265000 yuan. On November 9, 2021, Luo Zhengang was sentenced to one year and three months in prison for the crime of opening a casino, and fined RMB 20000. He also recovered 265000 yuan in illegal gains. In April 2022, Luo Zhengang was expelled from the party and from public office.
For example, Guo Shiqi, former Party Secretary and Director of the Standing Committee of the People's Congress of Nanxian County, Yiyang City, used gambling to make money. From 2014 to 2021, Guo Shiqi served as a member of the Standing Committee of the Nanxian County Committee, Director of the County Committee Office, Executive Deputy County Mayor, and Party Secretary and Director of the Standing Committee of the People's Congress of Nanxian County. During his tenure, he often invited businessmen and bosses to play cards and gamble. Before playing cards, someone "laid the groundwork" and "only won, not lost". Among them, he "won" more than 400000 yuan from drug supplier Duan alone. Outside of the game, Guo Shiqi utilized his position to provide assistance for the sales of Duan's medicine and medical devices. Guo Shiqi also has other serious violations of discipline and law. In December 2022, Guo Shiqi was expelled from the Party and public office, and his illegal gains were confiscated. He was transferred to the procuratorial organs for legal review and prosecution on suspicion of criminal issues.
