Notification on Six Typical Cases of Inadequate Performance in the Field of Farmland Protection
In order to promote the deepening and implementation of the special rectification work on prominent work styles in the province, further enforce disciplinary requirements, strengthen warning education, and urge party organizations and party members and cadres at all levels to fulfill their duties and responsibilities in the high-quality development of the province, the following are six typical cases of inadequate performance in the field of farmland protection investigated and dealt with in recent years.
1、 The problem of illegal occupation of farmland in the landscape engineering of Zhamalong Wetland Park in Huangzhong District, Xining City. In September 2017, the Construction Management Committee of Duoba New City illegally applied for the Zhamalong Wetland Park landscape engineering project without obtaining land use procedures, and obtained the approval of the original Huangzhong County Development and Reform Bureau in the same month. From November 2018 to July 2021, Duoba New City Construction and Development Co., Ltd. illegally occupied 550.97 acres of land in Zhamalong Village, Duoba Town, and constructed the Zhamalong Wetland Park landscape project. In November 2021, Da Yukui, former deputy director of the Duoba New City Construction Management Committee, was dismissed from his party position and dismissed from his position in government affairs. Zhao Hong, deputy director, was given a serious warning within the party and a major demerit in government affairs. Zhao Min and Ji Hao, former general managers of Duoba New City Construction and Development Co., Ltd., were given a warning within the party and a demerit in government affairs. Hu Shengyu, former director of the Huangzhong County Development and Reform Bureau, and Chen Zhiying, deputy director, were respectively given warnings within the party. Other responsible persons shall be dealt with accordingly.
2、 The illegal occupation of farmland in the construction project of Huanghe Jiayuan in Xunhua County, Haidong City. From February 2019 to June 2021, Lingzhi Real Estate Development Co., Ltd. in Xunhua County illegally occupied 3.99 acres of arable land in Caotanba Village and Wajiangzhuang Village of Jishi Town for real estate development without obtaining land use procedures. In September 2022, Ma Xingzhong, the captain of the Law Enforcement Brigade of Xunhua County Natural Resources Bureau, Shan Weizhong, the director of the Comprehensive Investigation Service Center, Ma Haizhong, the head of the Construction Management Station of the County Housing and Urban Rural Development Bureau, and Sun Yubin, the head of the Quality Supervision Station, were respectively given party warnings. Xu Haidong, the deputy captain of the Law Enforcement Brigade of the County Natural Resources Bureau, was given a government warning. Other responsible persons shall be dealt with accordingly.
3、 Illegal occupation of arable land in the construction project of Salarshui Town, Xunhua County, Haidong City. From April 2017 to May 2018, Xunhua County Housing and Construction Bureau illegally issued "one book, four certificates" without obtaining land use procedures. In July 2017, the People's Government of Xunhua County issued a notice on land acquisition and demolition for the project, and completed the land acquisition work in November 2018. From July 2018 to October 2020, Qinghai Salar Water Town Tourism Development Co., Ltd. illegally occupied 420 acres of land in Dazhuang Village and Zhongzhuang Village of Chahandus Township, and constructed tourism industry buildings such as tourist centers. In November 2020, Ma Mingyi, the former deputy county head in charge of Xunhua County, Ma Quande, the former director of the County Housing and Urban Rural Development Bureau, and Ma Mingren, the former deputy township head of Chahandus Township, were respectively warned and punished within the party. Other responsible persons shall be dealt with accordingly.
4、 The illegal occupation of farmland in the Banjiawan Lubing Flower Sea project in Huzhu County, Haidong City. In March 2020, Huzhu Yutai Flower Planting Farmers Professional Cooperative illegally occupied 58.5 acres of farmland in Banjiawan Village, Weiyuan Town without obtaining land use procedures to implement the "Lu Bing Flower Sea" tourism project, constructing wooden houses, plank roads, plastic steel structure starry sky houses and other facilities. Later, due to financial issues, Qinghai Lisa Tourism Development Co., Ltd. took over the project in October 2020 and continued to build plastic steel structure starry sky houses and children's amusement facilities on the illegally occupied farmland. In June 2023, Li Chunlin, the captain of the Comprehensive Administrative Law Enforcement Team of the Natural Resources Bureau of Huzhu County, was given a warning within the party, and Li Hongzhou, the former captain of the Comprehensive Administrative Law Enforcement Team, was given a disciplinary demerit in government affairs. Other responsible persons shall be dealt with accordingly.
5、 Illegal occupation of arable land in the ecological wetland restoration and management park project in Golmud City, Haixi Prefecture. From August 2013 to September 2019, the Housing and Urban Rural Development Bureau of Golmud City illegally occupied 2461.16 acres of land and implemented an ecological wetland restoration and management park project without obtaining land use procedures. In July 2015, Zhou Fangsheng, former Party Secretary and Director of the Housing and Urban Rural Development Bureau of Golmud City, was expelled from the Party and dismissed from public office due to other serious violations of discipline and law. In August 2023, Yang Yong, former Party Secretary and Director of the Land and Resources Bureau in Golmud City, was given a serious warning and disciplinary action within the party. Other responsible persons shall be dealt with accordingly.
6、 Illegal occupation of arable land in the Xianggu Village connected smart greenhouse project in Batang Township, Yushu City, Yushu Prefecture. From April 2020 to October 2020, the Agriculture and Animal Husbandry Bureau of Yushu City illegally occupied 6.38 acres of arable land without obtaining land use procedures, and constructed a connected intelligent greenhouse project in Xianggu Village, Batang Township, Yushu City. In July 2021, Wei Gang, former director of the Agriculture and Animal Husbandry Bureau of Yushu City, and Wei Tingjun, project implementation leader, were respectively warned and punished within the party. Other responsible persons shall be dealt with accordingly.
The above six typical cases reflect that some regions and departments are not concerned about the protection of arable land, are not attentive to the implementation of the Party Central Committee's major policies, are not concerned about the harm of illegal and irregular occupation of arable land, are not fully responsible for the protection of arable land by the Party and government, lack supervision, lax law enforcement, and inadequate investigation and punishment of illegal and irregular occupation of arable land, seriously impacting the red line of arable land and endangering national food security. Leaders and cadres should learn from it, draw lessons from it, and draw lessons from it. The Party committees and governments at all levels in the province should combine the special rectification of prominent work styles in the province, fully implement the responsibility of protecting arable land, fully implement the strictest arable land protection system, strictly investigate and punish all kinds of illegal and irregular occupation of arable land or changes in arable land use, curb the "non agriculturalization" of arable land, and strictly control the "non grainification" of arable land. The disciplinary inspection and supervision organs at all levels in the province should fully play their functional roles, strengthen political supervision, carry out daily supervision, urge local party committees, governments, and functional departments to conscientiously fulfill their duties, and seriously investigate and deal with problems such as inadequate supervision, dereliction of duty, inaction, disorderly behavior, and slow behavior in the protection of cultivated land. They should thoroughly investigate the corruption issues behind illegal and irregular occupation of cultivated land, such as seeking personal gain through power, exchanging interests, accepting bribes, and competing for benefits with the people. They should continue to release strong signals of strict and comprehensive measures, and promote the implementation of decision-making and deployment of cultivated land protection with a strict work style to achieve results.
