On June 7th, 17 departments including the Guangdong Provincial Health Commission and the Provincial Development and Reform Commission released their "Implementation Opinions on Further Improving and Implementing Positive Fertility Support Measures" online, providing support for reducing the burden of childbirth, nurturing, and education on the public.
In 2022, Guangdong's permanent population will continue to rank first in the country, with a birth rate 1.53 percentage points higher than the national average during the same period. It has become the only province with a birth population exceeding 1 million for three consecutive years and the first province to have children for five consecutive years.
The above implementation opinions propose to strengthen support policies such as taxation and economic subsidies. Implement the special additional deduction policy for personal income tax on care expenses for infants and young children under 3 years old. Establish an incentive mechanism for employers to protect the reproductive rights and interests of employees in accordance with the law. Support regions with conditions to provide a certain amount of parenting subsidies to families who give birth based on local conditions.
Previously, the "Shenzhen Parenting Subsidy Management Measures" were publicly solicited for opinions in January this year. The "Management Measures" have preliminarily formulated the standards for childcare subsidies in Shenzhen: for those who give birth to their first child, a one-time maternity subsidy of 3000 yuan will be issued after birth and household registration. In addition, a childcare subsidy of 1500 yuan will be issued annually until the child reaches the age of 3. A cumulative subsidy of 7500 yuan will be issued over 3 years, with an average annual income of 2500 yuan; For those who give birth to their second child, a one-time childbirth subsidy of 5000 yuan will be issued after the birth and household registration process. In addition, a childcare subsidy of 2000 yuan will be issued annually until the child reaches the age of 3. A cumulative subsidy of 11000 yuan will be issued over 3 years, with an average annual income of 3667 yuan; For those who give birth to their third child, a one-time childbirth subsidy of 10000 yuan will be issued after the birth and household registration process. In addition, a childcare subsidy of 3000 yuan will be issued annually until the child reaches the age of 3. A cumulative subsidy of 19000 yuan will be issued over 3 years, with an average annual income of 6333 yuan.
The drafting note points out that under the comprehensive influence of various factors, the fertility rate in Shenzhen has shown a significant downward trend in recent years, the degree of aging continues to deepen, and the population situation is not optimistic. It is necessary to introduce supporting measures for active childbirth as soon as possible, effectively unleash fertility potential, slow down the aging process of the population, and enhance the overall vitality of society.
As a major province for migrant workers from other provinces, Guangdong has a huge floating population. According to the data from the Seven People's Daily, Guangdong has the largest total floating population in the country, with a total migrant population of 29.622 million, accounting for 23.5% of the total population and ranking first in the country.
