The construction of ecological civilization is a fundamental plan related to the sustainable development of the Chinese nation.In the 20 years since the implementation of the "Ten Million Project", it has changed the appearance of rural areas in Zhejiang, and has embarked on a new path of rural living environment improvement and beautiful rural construction that is unique to Zhejiang, characterized by demonstration, overall promotion, deepening expansion, and transformation and upgrading. This has accumulated practical experience for better exploring the modern path of achieving harmonious coexistence between humans and nature in the new era and new journey.
1. Strategic thinking related to national rejuvenation and sustainable development
Strategic thinking refers to a rational thinking activity that combines respecting objective laws and exerting subjective initiative by comprehensively analyzing and controlling the essence of things in practical activities, and combining subjective and objective worlds. Its purpose is to pursue overall interests while grasping and controlling the overall situation, in order to achieve a certain strategic goal or value pursuit.Since the implementation of the "Ten Million Project", in the continuous struggle and comprehensive strategic planning of the previous Zhejiang Provincial Party Committee for 20 years, a new pattern of rural revitalization has been constructed with "a thousand villages for the future and ten thousand villages for common prosperity", which deeply reflects the important significance of strategic thinking.
At the top-level design level, the "Ten Million Project" is guided by sustainable development strategies such as "Building an Ecological Province", "88 Strategy", and "Green Zhejiang". It emphasizes the comprehensive implementation of the Scientific Outlook on Development, integrating the construction of ecological civilization into all aspects and processes of economic, political, cultural, and social construction, further enriching the strategic connotation of building a moderately prosperous society in all respects and achieving modernization in advance; At the underlying logical level, based on the ontology of "humanizing nature" and the epistemological height of "dialectical unity between humans and nature", it is pointed out to "promote harmony between humans and nature", making a good ecological environment the most inclusive welfare of people's livelihood; At the level of development prospects, it is emphasized to transform ecological advantages into development advantages, build a green economic operation system that meets the requirements of ecological civilization development, and gradually form a comprehensive ecological civilization construction pattern in all fields. 2. Emphasize systematic thinking on overall promotion and collaborative governance
The construction of ecological civilization is a systematic project. How to achieve comprehensive and sustainable development in various fields of ecological civilization construction, and how to build a social action network of "human nature society" co construction and sharing, is a complex and arduous comprehensive project. We need to integrate the concept of systems into the entire process of ecological protection and high-quality development, including the South to North Water Diversion Project, the governance of major rivers, and the adjustment of energy structure. Since the 18th National Congress of the Communist Party of China, in response to the fragmentation and non-equilibrium contradictions of ecological and environmental issues, General Secretary Xi Jinping pointed out, "We must realize that mountains, forests, fields and lakes are a community of life. The lifeblood of water is in the mountains, the lifeblood of the mountains is in the soil, and the lifeblood of the soil is in the trees." This profoundly and thoroughly clarifies the relationship between the universal connection and mutual influence of the various elements of life community, it shows that to carry out ecological protection and restoration, we must weigh the rational allocation of natural ecosystem and human social and economic system from the relationship between the whole and the part, make overall planning according to time, place and event, and find the optimal solution in constantly promoting the balanced and optimized layout of various elements and scientific and efficient utilization, so as to continuously meet the growing needs of the people for a beautiful ecological environment.
3. Dialectical thinking on balancing economic and ecological benefits
Dialectical thinking is a kind of thinking that reflects and conforms to the dialectical development process and laws of objective things. Thirdly, based on the dialectical relationship between the coordinated development of natural and social productive forces, we abandon the production concept and practice of sacrificing natural ecological benefits to achieve temporary economic growth in one region. We regard the natural ecological environment as an active factor in promoting the development of productive forces, firmly establish the concept that protecting the ecological environment is protecting productive forces, and improving the ecological environment is developing productive forces. We emphasize the development of green economy under the premise of protecting the ecological environment, and feed back the ecological environment with the results of economic development, achieving a win-win situation in the dialectical unity of the two.
4. Adhere to the bottom line thinking of ecological red line and green development
Bottom line thinking emphasizes taking the lowest point or worst outcome of the development of things as the logical starting point, striving for the maximum expected value or the best result while holding onto the bottom line. In short, bottom line thinking is the dialectical unity of adhering to the bottom line and seeking the most ideal goal. The construction of ecological civilization should implement strict management limits and spatial boundaries, strictly adhere to the three control lines of ecological protection red line, permanent basic farmland, and urban development boundary, strictly adhere to the bottom line of environmental quality and the upper line of resource utilization, fundamentally prevent the occurrence of qualitative changes, ensure the stability of the ecosystem, and establish a rigid scale for China to implement the most thorough ecological protection and governance.
The bottom line thinking contained in the construction of ecological civilization in the "Ten Million Project" is mainly reflected in the following aspects: firstly, emphasizing the fundamental position of ecological protection and governance, pointing out that "the ecological environment is the most basic condition for human survival and the most important foundation for China's sustainable development". It is necessary to place the ecological environment in a crucial position, "protect the ecological environment like protecting the eyes, treat the ecological environment like treating life, and regard not damaging the ecological environment as the bottom line for development". Secondly, elevating the construction of ecological civilization to the height of national prosperity and decline, pointing out that the deterioration of the ecological environment is not only a threat to rivers, water sources, and living environment, but also a threat to the survival of the nation. Therefore, ecological civilization construction must be given priority and bottom line to prevent it from suffering irreparable damage. Thirdly, it is required that party members and cadres take the ecological red line as their political bottom line, and make the construction of ecological civilization the birthmark in the political life of party members and cadres. 5. Strengthening the rule of law thinking of rigid constraints and law enforcement efforts
Rule of law thinking is a cognitive activity that observes problems according to the logic of the rule of law, and puts the concept, spirit, and provisions of the rule of law into practice.
When Zhejiang is coordinating and implementing the practical requirements of the "Ten Million Project", on the one hand, it will implement the rigid rule of law thinking of "not being soft on behaviors that damage the ecological environment, and not setting an example" to the end, and establish local laws and regulations for rural ecological environment governance with strong operability and pertinence, making the system a rigid constraint and an untouchable high-voltage line; On the other hand, to enhance the coordination and systematicity of legislation, a multi-party governance model and a consensus system for law-abiding among the people have been constructed from multiple perspectives. With the government as the main body, farmers as the main body, and enterprises and social organizations as auxiliary, a new trend of promoting the rule of law in rural areas has been jointly established. At the same time, corresponding laws and regulations for ecological environment supervision and accountability, as well as a system for accountability of leading cadres, have been formulated to address bureaucratic phenomena such as "new officials ignoring old accounts" and "people coming to reform the government, people going to rest the government" in ecological governance. The normalization and standardization of supervision work have been promoted simultaneously, and "party and government responsibilities" and "dual responsibilities" have been implemented, forcing cadres to become "gatekeepers" of the ecological environment, thus achieving effective connection between national laws and regulations and party regulations.
6. Establish innovative thinking that goes beyond conventions and explores innovation
