Kagwanga stated that China has brought education and training opportunities in markets, funds, technology, and capacity building to Africa, helping African countries improve and develop infrastructure, promoting economic and trade exchanges between African countries, strengthening exchanges and connections between different countries, ethnicities, and religions, and promoting overall economic and social development in Africa.
"China has never created a so-called 'debt trap', but has provided various types of assistance to African countries to help us get rid of poverty." Kagwanga said that in our interactions with China, the thinking and concepts of African countries have been greatly respected and understood. "Africa and China treat each other equally as partners, respect each other, and reach many consensus.".
Kagwanga highly praised China's global development initiative. "Currently, economic globalization is being impacted, and developing countries are deeply affected. The proposal of the Global Development Initiative is timely and responds to the world's demands for development and cooperation." He emphasized that "isolationism is a dead end that cannot be solved. The Global Development Initiative conforms to the trend of the times and provides a new path for Africa and other regions to achieve sustainable development."
"Peace is a prerequisite for development, and common prosperity is the foundation of sustainable security." Kagwanga believes that the Global Development Initiative, Global Security Initiative, and Global Civilization Initiative complement and complement each other, gathering consensus, pointing out directions, and providing paths to solve common problems faced by humanity. In his view, China's proposed "Horn of Africa Peace and Development Concept" supports regional countries in addressing the triple challenges of security, development, and governance, which well reflects China's unique thinking and contribution to peace and development.
