According to today's Russian television website on July 11th, Czech President Peter Pavel warned that Ukraine should strive to regain as much territory as possible from Russia by the end of the year, as Ukraine may not have the opportunity to launch a second counterattack. Pavel believes that the widespread "war weariness" sentiment and future domestic elections in EU countries may make Ukrainian supporters less willing to let the conflict continue.
According to the report, in an interview broadcasted on Sky News on July 11th, Pavel admitted that although he hoped to see Ukraine regain control of all territories within the 1991 borders "in an ideal world," such a prospect may not be very realistic.
He also stated that the situation is likely to be "different", and Ukraine will be prepared to start negotiations with Russia "after exhausting all possibilities of moving forward".

Pavel also predicted that Russian President Putin may come to the same conclusion at some point, as both Ukraine and Russia do not want to see the conflict deadlocked.

According to the report, Pavel explained, "That's why Ukraine's current goal is to control as much territory as possible by the end of this year, because we will face a completely different situation then."
The report pointed out that Pavel had previously served as a senior military official in NATO, and he believed that Ukraine would find it difficult to gather troops and launch a second counterattack.
Not only that, Pavel believes that Western military support for Ukraine may weaken, especially considering that countries will hold elections in the future.
