Recently, the Ministry of Culture and Tourism issued the "Management Measures for National Cultural Industry Demonstration Parks", which aims to improve the construction and development level of demonstration parks and bases by coordinating the naming, construction, and management of demonstration parks and bases.
As of now, there are 34 national cultural industry demonstration parks in China. How can cultural industry demonstration parks provide more high-quality cultural products and services? How to promote the integration and innovative development of the cultural industry? Various explorations and practices have been carried out in various regions.
Data shows that from 2012 to 2021, the added value of China's cultural and related industries increased from 1807.1 billion yuan to 5238.5 billion yuan, and the cultural industry has become a new driving force and engine for economic growth. In the new batch of "National Cultural Industry Demonstration Parks" recently announced by the Ministry of Culture and Tourism, 15 named cultural enterprises in Jiayuan District have gathered and formed a good industrial ecology and service system, which has a radiating and driving effect on the high-quality development of regional cultural industries and has strong representativeness and demonstration.
Recently, our reporter visited three of the national cultural industry demonstration parks to explore how they promote the integration and innovative development of the cultural industry.
Industrial agglomeration promotes deep cooperation
Without walls, the park, urban area, campus, and commercial district seamlessly blend together; There is no division, going up and down is the upstream and downstream, and the industrial park is the industrial chain; With an area of only 8.2 square kilometers, it has gathered high-quality enterprises in emerging fields such as ByteDance, bilibili, paper folding games, AECOM, and Voice Network. Here, it is a demonstration park for innovation and development of great creativity in Yangpu, Shanghai.
"Since its inception in 2003, the Da Chuangzhi Innovation and Development Demonstration Park has relied on the resource advantages of surrounding universities and the industrial driving ability of leading enterprises to focus on cultivating three cultural and technological industry clusters: pan entertainment, big design, and new consumption, continuously building an innovation ecosystem jointly created by the government, enterprises, universities, and the park." Jiang Jianxing, Executive Director of Shanghai Yangpu Knowledge Innovation Zone Investment and Development Co., Ltd., the operator of the park, introduced.
Here, leading enterprises drive industrial agglomeration. In 2014, starting from three workstations, a company called SoundNet began entrepreneurship in the park. In just a few years, SoundNet has taken a leading market share in fields such as entertainment, social networking, and online education. Da Chuangzhi actively supports the establishment of entrepreneurial partner camps, continuously exploring and introducing high-quality start-up projects, and attracting upstream and downstream enterprises to further gather.
Here, industrial alliances help reshape enterprises. Da Chuangzhi has gathered a large number of domestic and foreign design companies. Driven by Da Chuangzhi, the Da Chuangzhi Design Industry Alliance has emerged. The annual Da Chuangzhi Design Industry Forum attracts more than 300 enterprises to gather, promotes multiple cooperation cases, and helps design enterprises transform and upgrade.
The park also provides resources docking, listing cultivation, project incubation, talent cultivation, intellectual property and other services to enterprises through more than 70 different industry functions and business models of crowdsourcing platforms and incubators, including the MCN Special Committee of the Shanghai Network Audiovisual Industry Association, the Bay Area Accelerator, the Wujiaochang Innovation and Entrepreneurship College, and the Yangpu District Intellectual Property Public Service Center. It actively helps enterprises grow and promotes deep cooperation between enterprises.
Here, school enterprise collaboration stimulates innovative vitality. Fudan alumni created the New Life of Everything, focusing on China's digital circular economy; Maice Technology, jointly founded by Tongji University's data research team and Tencent's machine learning algorithm team, has deeply cultivated the fields of urban big data and artificial intelligence, becoming a leader in the industry.
On the other hand, Da Chuang Zhi actively provides channels for the transformation of academic research achievements in surrounding universities, exploring mature models of government, enterprise, university, and platform linkage. At present, there are 459 high-tech enterprises in the park, with 312 invention patents and 4146 software copyrights. "Entering the park as soon as you leave the school gate" and "starting a business at the school gate" have become the golden signboards of Da Chuangzhi.
Nowadays, there are over 4500 companies growing in Dachuang Intelligence, including 15 listed companies with total revenue exceeding 300 billion yuan. Numerous top cultural and technological enterprises gather here, and a large number of small and micro cultural and technological enterprises have sprung up like mushrooms after rain, forming an industrial atmosphere of mutual prosperity and symbiosis among large, medium, and small cultural and technological enterprises. The leading industries such as information services, commercial services, and design and cultural creativity are becoming increasingly mature, while emerging industries such as smart healthcare, financial technology, and cloud native technology are growing rapidly.
Integration of industry and city, enriching cultural life
On weekends and holidays, the hill square in the Smart Mountain Cultural and Creative Industry Park in Tianjin Binhai New Area becomes a gathering place for young people to play and live - sitting on the "hill", listening to outdoor concerts, watching outdoor movies, and taking a break from the busy body and mind; You can also visit coffee markets and Grass Festival markets, buy a souvenir to bring home.
As part of the Wisdom Mountain Cultural and Creative Industry Park, the hill square, art center, digital park, and supporting merchants and shops in the "Na Shan" block form the community living space of the industrial park. The Wisdom Mountain Cultural and Creative Industry Park covers an area of 100 acres with a building area of over 200000 square meters. The overall layout is in the shape of a nine palace grid, with the Hill Square located in the most central area. The commercial office buildings in the industrial park correspond to each other in the front, back, left, and right sides, gathering more than 400 enterprises inside.
"Traditional industrial parks focus on production, while emerging industrial parks balance production and community functions." Zhang Lijun, General Manager of Wisdom Mountain Industrial Operation Center, introduced that as of the end of 2021, 431 enterprises have settled in the park, with nearly 2000 registered enterprises, including more than 50 national high-tech enterprises and "specialized, refined, unique, and new" enterprises.
How to avoid the problem of busy workdays and empty holidays in industrial parks? The Wisdom Mountain Cultural and Creative Industry Park has been exploring.
Aiming at the positioning of a multifunctional and comprehensive innovation park with "culture+technology+life", the industrial park has hired well-known domestic and foreign architects to design the facade of the original office building park, creating spaces with both architectural characteristics and social functions such as hill squares, digital parks, and theaters. In addition to the upgrading and renovation of public spaces, the park also plans to introduce convenient social commercial places such as cafes and bookstores.
"The integration of industry and city is an inevitable transformation in the development of industrial parks to a certain stage. The phenomenon of empty cities in office parks during holidays will be filled by gradually upgrading living scenes." Zhang Lijun said that after having a carrier, some high-quality activities will also be launched.
From the exhibition of advertising festival works, to the annual Mangzhong Poetry Festival, and then to large-scale weekend themed events such as the "Parent Child Art Festival," "Na Shan Life Festival," and "Brain Escape Art Market," the industrial park closely integrates artistic life into the business park.
"Event operation is an important way for the park to continuously enhance its regional innovation and entrepreneurship influence." Zhang Lijun said that the park holds more than 380 professional and people-oriented activities every year, creating more opportunities for enterprises to communicate with external and cross industry partners, and enriching the holiday life of enterprise employees and citizens.
Integration of culture and tourism, extending the industrial chain
As night fell, Zheng'an Guitar Culture Square became lively, with citizens in groups of three or two, some listening to music around the roadshow band; Some hold guitars and gather together to rehearse programs; Some choose a good angle, set up a bracket, and introduce "Radiant Night Zheng'an" to netizens. In the center of the square, a giant guitar sculpture is changing colors under the lights.
This is the Guitar Culture Industry Park in Zheng'an County, Guizhou Province. The northern area of the park is a guitar culture industry equipment area that integrates guitar production, research and development, logistics, sales, etc. The southern area has a guitar culture square and guitar style street for leisure tourism.
Since the first guitar enterprise settled in the Zheng'an Guitar Culture Industrial Park, after 10 years of development, the park currently produces and sells over 6 million guitars annually, accounting for about 1/5 of the national guitar production. "If we only focus on guitar manufacturing, our industry will be limited to the industrial sector," said Yang Anhui, Deputy Minister of the Propaganda Department of the Zheng'an County Committee. Since 2016, Zheng'an has been working on cultivating, promoting, and popularizing guitar culture, extending the guitar industry chain.
In the Zheng'an Guitar Culture Industry Park, the Guitar Culture Square, covering an area of 2000 square meters, has become a distinctive landmark of the county. The street guardrails are adorned with notes and guitar elements, and the restaurants on the Guitar Style Street also hang guitars produced in the park. "We combine industry to create unique features, integrating elements such as guitar and music into park and urban construction, making people remember when they come," said Yang Anhui.
During lunch break, on the Guitar Style Street in the southern district, five or six young people with a guitar sat on a pony to practice singing. "We offer guitar classes from elementary school to senior universities," Yang Anhui said, adding that Zheng'an is increasing its efforts to promote and popularize guitar culture. "By carrying out activities to promote guitar culture in schools, government agencies, enterprises, communities, and rural areas, we have over 50000 people entering our homes. Nowadays, there are elderly and children who can play guitar in every street and alley."
"Cultivating guitar culture is ultimately for the development of the industry." In 2020, music enthusiast Xue Jun, who had organized a band on the guitar square, joined the guitar culture promotion special class established in the county and moved to work in the guitar culture industry park. In his view, guitar culture is connected to industry at one end and tourism at the other. "On the one hand, it can cultivate a guitar consumer group; on the other hand, a strong guitar culture atmosphere can also attract tourists and promote the development of the tourism industry."
"At present, guitar tourism in the industrial park is in its early stages," said Zhu Meifang, director of the Guizhou Zheng'an Economic Development Zone Management Service Center. "We will also continue to expand the influence of the Zheng'an Guitar Culture Industrial Park by holding music festivals and other activities in the park, truly achieving the goal of integrated development of guitar industry, guitar culture, and guitar tourism."
