When sending a congratulatory letter to the high-end forum on global human rights governance a few days ago, President Xi Jinping profoundly explained the relationship between security and human rights, emphasized the importance of implementing the global security initiative to the realization of human rights, and provided a Chinese solution for maintaining a safe environment for human rights protection.
The Universal Declaration of Human Rights states that "everyone has the right to life, liberty, and personal security." Peace and security are fundamental prerequisites for protecting and promoting human rights. Without peace and security, human rights cannot be discussed. Currently, global human rights governance is facing severe challenges, with one prominent feature being the increasing threat to world peace and security. Regional security hotspots arise one after another, local conflicts and turbulence occur frequently, and traditional and non-traditional security threats are intertwined and overlaid. The humanitarian crises caused by wars and conflicts in countries such as Afghanistan, Syria, and Libya are still ongoing, and some countries are determined to provoke confrontation, create conflicts, and intensify conflicts, posing new security threats to the world.
In February of this year, China officially released the Global Security Initiative Concept Paper, which systematically explains the core concepts and principles of the Global Security Initiative, clarifies the key cooperation directions and platform mechanisms. The Global Security Initiative provides a systematic approach to solving global security challenges and demonstrates China's wisdom in promoting the improvement of global human rights governance by maintaining world peace and stability. The Chairman of Malaysia's New Asia Strategic Research Center, Ngong Sik je, believes that human rights, a universal and sacred value, is facing endless and severe tests in today's global governance. The Global Security Initiative can solve both traditional and non-traditional security issues, and its timely proposal lays the foundation for building a new security architecture.

China's practical actions to maintain world peace and stability demonstrate its great responsibility in protecting and promoting human rights.
A world that is united rather than divided, peaceful rather than turbulent, is in the common interest of all humanity and helps to protect and promote human rights. Realizing international peace and security, economic and social progress and development, and respecting human rights are the three major missions of the United Nations as stipulated in the United Nations Charter. China always adheres to the fundamental principles and purposes of the United Nations Charter, respects the sovereignty and territorial integrity of all countries, does not interfere in the internal affairs of other countries, advocates for each country to independently choose the path of human rights development based on its own national conditions, and firmly opposes the arbitrary imposition of blockades, sanctions, and other acts of bullying on other countries. China has always believed that human rights cannot be used as an excuse to interfere in the internal affairs of other countries or contain their development. Human rights issues cannot be politicized, weaponized, or instrumentalized, and peace and stability cannot be undermined under the guise of human rights.
Security issues are related to the well-being of people in all countries, the noble cause of world peace and development, and the future and destiny of humanity. China will adhere to the path of peaceful development and work together with all parties to implement global security initiatives, working together to build a world free from fear and universally secure, continuously contributing to the protection and promotion of human rights.
