Creating a Fair Competition Market Environment for Business | Fair Competition | Market
The recent executive meeting of the State Council emphasized the importance of creating a market-oriented, legal, and international business environment; Starting from the actual needs of enterprises, we will accelerate the implementation of targeted and high-value policy measures in batches, such as relaxing market access, promoting fair competition, and protecting intellectual property rights.
The latest data released by the State Administration for Market Regulation shows that in the first quarter, 5.03 million new individual businesses were established nationwide, a year-on-year increase of 14.3%; There were 11000 new foreign-invested enterprises established nationwide, a year-on-year increase of 7.6%. Especially in March, there were 4818 new foreign-invested enterprises established nationwide, a year-on-year increase of 44% in a single month.
The data of newly established business entities reflects their positive expectations for the Chinese economy. After years of "streamlining administration, delegating powers, and improving services" reform, China has significantly reduced its pre approval process and established a negative list for foreign investment access. In the fields that most entrepreneurs want to enter, the institutional threshold is already quite low. With the full process digitization of enterprise registration, China has generally achieved the goal of completing business registration in a day without running at once. However, in the actual operation process, the operating entity will also face various practical difficulties.
Last year, on the basis of pilot projects in various regions, China proposed to vigorously promote the "one-stop handling" of government services related to the entire life cycle of enterprises, providing integrated services such as establishment, engineering construction, and implementation of policies benefiting enterprises. This work is being continuously promoted, and the efficiency of enterprise affairs has significantly improved, with costs significantly reduced. At present, the main pain points for business entities are encountering problems that hinder fair competition and the lack of a unified national market during the operation process.
To create a fair competitive market environment, it is necessary to break through the "four only", that is, to break down the admission threshold of only system, only scale, only region, and only relationship, and to provide a market-oriented, legal, and international business environment to provide high-quality soil for the growth of business entities.
We cannot rely solely on the system, exclude private enterprises in certain fields, or perceive state-owned enterprises as inflexible and foreign-funded enterprises as more powerful in certain areas. This stereotype of heroes based on their background is unacceptable. We cannot focus solely on scale, only on large enterprises and look down on small enterprises. In some places, it is even explicitly stipulated that enterprises established for less than 3 years cannot participate in projects. This preference, which is not related to the strength or ability of the enterprise, is not conducive to discovering potential enterprises. We cannot rely solely on geography. Currently, there is still local protectionism in certain fields. Last year, the Ministry of Commerce and 17 other departments issued measures emphasizing the promotion of cross regional free circulation and the elimination of local protectionism in the new energy vehicle market. This shows that the stones of local protectionism in various fields need to be removed as soon as possible. We cannot rely solely on relationships and only give green light to familiar and even interested enterprises, while setting obstacles for unfamiliar enterprises. Similar situations can easily make business entities feel uneasy, and we should pay attention to preventing and preventing recurrence.
Currently, China is in a critical period of economic stabilization and recovery, and the foundation for economic recovery is not yet stable. In response to the problems that hinder fair competition encountered in enterprise operations, the Central Committee of the Communist Party of China and the State Council have issued the "Opinions on Accelerating the Construction of a National Unified Market", which clearly proposes to "accelerate the clearance and abolition of various regulations and practices that hinder the unified market and fair competition." Anti monopoly regulations prohibit the establishment of discriminatory measures against foreign goods or the restriction of foreign goods from entering the local market. We need to implement these policies as soon as possible, eliminate pain points and bottlenecks, and enable business entities to focus on development in a fair and orderly market competition environment.
