At the 2023 China Network Civilization Conference Network Integrity Construction Summit Forum held on the 17th, the "China Network Integrity Development Report 2023" was officially released. The report attracted nearly 360000 netizens to participate through questionnaire surveys, case collection, and other methods. The survey sample covered 96% of prefecture level cities in China, with a record high participation rate and survey coverage rate.
According to the 2023 China Network Integrity Development Report, in 2022, the main body of China's network integrity construction will tend to be diversified, the construction methods will tend to be scientific, and the construction dimensions will tend to be three-dimensional. A survey shows that the satisfaction rate of netizens with the construction of online integrity in 2022 is as high as 84.24%, indicating that the upward trend in the field of online integrity in China is more consolidated.
At the main forum held on the 18th, Niu Yibing, Deputy Director of the Central Cyberspace Administration and Deputy Director of the National Cyberspace Administration, released the "China Network Civilization Development Report 2023".
The 2023 Report on the Development of China's Cyberspace Civilization presents a panoramic view of China's vivid practices and significant achievements in eight aspects: ideological guidance, cultural construction, moral construction, behavioral norms, rule of law construction, ecological construction, civilization creation, and exchange and mutual learning in cyberspace. The banner of cyberspace ideology has been raised higher, the construction of cyberspace culture has flourished, the demonstration of cyberspace ethics has been fully demonstrated, the norms of cyberspace behavior have been continuously strengthened, the ecological environment in cyberspace has become increasingly clear, the construction of cyberspace rule of law has been comprehensively promoted, the creation of cyberspace civilization has achieved significant results, and cyberspace exchange and mutual learning have been deepened and expanded.

"On the whole, the performance of social responsibility of Internet platform enterprises has been improving, and their scores this year have improved compared with the previous year." Zhang Yong, Deputy Secretary General of the China Federation of Internet Social Organizations, introduced that the Report found that there are still some problems and challenges in the construction of social responsibility of current platform enterprises, such as the weak protection of new employment groups, and the need to further strengthen the attention and protection of special groups of young people.
The Report proposes that Internet platform enterprises should pay enough attention to new technology governance represented by the new generation of AI. The evaluation shows that platform enterprises need to strengthen their balance between the promotion and application of new technologies and security regulations. They do not pay enough attention to the moral and social risks posed by the application of new technologies, especially in areas of high social concern such as big data plagiarism, algorithm cage, and privacy protection. Some platform enterprises only adopt passive and temporary processing methods, lacking systematicity and foresight. Therefore, the report suggests adhering to the main responsibility of enterprises and taking multiple measures to fill in the gaps; Strengthen the governance of new technologies and promote the improvement of enterprise technology; Strengthen multi-party collaboration and governance to help enterprises effectively fulfill their responsibilities.
"We have been thinking about how to build a more systematic ecological governance mechanism, how technological innovation can be better applied and serve the construction of the network ecosystem, and how to play a platform role to stimulate more diverse social responsibility." Tencent Senior Vice President Guo Kaitian told reporters that Tencent has established a normalized ecological governance mechanism across its entire business line, further focusing on deep-seated issues in the network ecosystem, encouraging valuable and caring technological innovation, and hoping to create a "concentric circle" of collaborative governance in the network ecosystem through interactive openness at various levels such as technology, platform, and content, connecting multiple entities, and jointly building a "concentric circle" of collaborative governance in the network ecosystem.
