Continuous Efforts to Promote Employment of College Graduates (Outlook on Livelihood) Employment | Long term Mechanism | Outlook on Livelihood
We should implement comprehensive policies with a systematic and long-term perspective, improve the employment chain, establish long-term mechanisms, and gather joint efforts from multiple parties
In the first half of the year, urban areas added 6.78 million jobs, achieving 57% of the annual target, and the overall employment situation improved. At the same time, it should also be noted that the overall pressure and structural problems of employment still exist, especially this year when the number of college graduates has reached a new high in recent years, and sustained efforts are needed to stabilize employment and promote employment.
The employment of college graduates is related to people's well-being and social stability. To do this job well, it is not only necessary to concentrate efforts during the graduation season, but also to comprehensively implement policies with a systematic and long-term perspective, improve the employment chain, improve long-term mechanisms, gather multiple forces, and promote the employment priority strategy to play a greater role.
On the one hand, optimize supply and strengthen the integration of industry and education. Currently, a new round of technological revolution and industrial transformation is advancing rapidly, with new technologies, industries, formats, and models emerging one after another, posing new requirements for the employment ability of college graduates. Only by paying more attention to the changes in employment demand brought about by industrial transformation and upgrading, deepening school enterprise cooperation and integration of industry and education, integrating employment work throughout the entire process of talent cultivation, and tightening the connection between the education chain, talent chain, industry chain, and innovation chain, can relevant universities effectively cultivate national strategic talents and urgently needed talents.
On the other hand, building bridges and breaking down information barriers. One important reason for the coexistence of job seeking difficulties for young people and recruitment difficulties for enterprises is the existence of information barriers between the two parties. In recent years, China has cultivated nearly 100000 specialized, special and new SMEs, more than 200000 innovative SMEs, and more than 25 million "four new economy" private enterprises, providing a broad Xintiandi for college graduates to find jobs. However, many graduates lack understanding of small and medium-sized enterprises, and small and medium-sized enterprises find it difficult to enhance their visibility and attractiveness through individual efforts. There is an urgent need for departments such as human resources, education, industry and information technology, commerce, and universities to work together to build information bridges and form employment alliances, so that more high-quality small and medium-sized enterprises can face college students face-to-face and reduce the loss of employment opportunities caused by information asymmetry.
In addition, for key targets such as graduates facing employment difficulties and registered unemployed youth, a long-term mechanism should also be established to provide them with a package of support policies such as paired assistance, internship training, and employment subsidies, so that they can enjoy more thoughtful and considerate "continuous line" services.
Since the beginning of this year, various regions and departments have implemented the policy of prioritizing employment and implemented a series of measures. Next, we should continue to prioritize the promotion of employment for college graduates, strengthen the guidance of macro policy support for employment, continue to make efforts to resolve structural employment conflicts, and help college graduates achieve high-quality and full employment.
