Continuous construction of China's network security guarantee system and capabilities

In recent years, under the strong leadership of the Central Committee of the Communist Party of China, various regions and departments have effectively fulfilled their responsibilities in cybersecurity work and promoted a significant improvement in the level of cybersecurity work. Specifically, it is mainly reflected in the following six aspects:

One is the basic formation of a network security policy and regulatory system. In response to prominent issues of concern to various sectors and the people, relevant strategic plans have been formulated and issued. Laws and regulations such as the Cybersecurity Law, the Data Security Law, the Personal Information Protection Law, and the Regulations on the Security Protection of Key Information Infrastructure have been promulgated. Policy documents such as the Cybersecurity Audit Measures, the Cloud Computing Service Security Evaluation Measures, the Several Provisions on the Management of Automotive Data Security, and the Interim Measures for the Management of Generative Artificial Intelligence Services have been introduced. A series of important systems have been established, including the security protection of key information infrastructure, network security review, cloud computing service security assessment, data export security management, and network security service certification. More than 300 national standards in the field of network security have been formulated and released, and the "four beams and eight pillars" of the network security policy and regulatory system have been basically constructed. The legal system for network security has also been established. The construction is becoming increasingly perfect.

The second is a significant increase in the protection system and capabilities of critical information infrastructure. The promulgation of laws and regulations such as the Cybersecurity Law and the Regulations on the Security Protection of Key Information Infrastructure has clarified the legal basis for the establishment of a security protection system for key information infrastructure in the country. Under the overall coordination of the Central Cyberspace Administration, relevant functional departments of the country are responsible for security protection and supervision within their scope of responsibilities. The protection department effectively fulfills its industry and field security protection and supervision responsibilities. Operators strictly implement their main responsibilities, and various aspects of society cooperate and cooperate. The level of network security management continues to improve, and technical protection capabilities continue to strengthen.

The third is the continuous improvement of the national cybersecurity emergency system. The state has issued the National Cybersecurity Emergency Plan, established and improved mechanisms for coordinating and reporting cybersecurity emergencies, and established cybersecurity emergency response mechanisms with various regions, departments, and central enterprises to timely gather information, monitor and warn, report risks, and respond to and dispose of them. This has built a "one country, one game" work system and formed a strong joint force to maintain cybersecurity.

The fourth is the integration and development of network security education, technology, and industry. The state has established a first-class discipline for cybersecurity and implemented a demonstration project for the construction of first-class cybersecurity colleges. At present, more than 60 universities in China have established cybersecurity colleges, and more than 200 universities have established undergraduate majors in cybersecurity. Every year, there are over 20000 graduates in cybersecurity. Build a national network security talent and innovation base, carry out the construction of a national network security education technology industry integration development pilot zone, and gather network security talents and innovation resources. Guide the implementation of the Student Innovation Assistance Program for the School of Cybersecurity, encourage and support university students to carry out innovation activities around the actual needs of enterprise cybersecurity technology innovation and common issues in industrial development. After long-term efforts, the cultivation of cybersecurity talents in China has been accelerating, with steady improvement in technical capabilities and rapid development of the industrial system. A healthy ecosystem of talent cultivation, technological innovation, and industrial development is accelerating.

Fifth, the overall awareness and protection skills of cybersecurity in society have significantly improved. By holding consecutive national cybersecurity publicity weeks every year, we deeply carry out activities such as cybersecurity entering communities, rural areas, enterprises, government agencies, campuses, families, and military camps, greatly enhancing the awareness and protection skills of cybersecurity among the public. The concept of "cybersecurity for the people, cybersecurity relying on the people" has deeply rooted in people's hearts. At the same time, in recent years, we have also organized and implemented centralized management of illegal activities such as camera peeping, and severely cracked down on illegal trafficking of personal information, infringement of citizen privacy, telecommunications and network fraud, effectively safeguarding the legitimate rights and interests of the people.

Sixth, the responsibility system for network security work has been significantly strengthened. Issuing the Implementation Measures for the Party Committee's Cybersecurity Work Responsibility System, fully leveraging the role of the responsibility system as a lever, guiding various regions and departments to establish and improve the network security work responsibility system, strengthening the implementation of work responsibility supervision, problem rectification, and accountability. At the same time, it also plays a supervisory role in auditing, and the National Audit Office conducts audits on network security and information construction, incorporating the implementation of the network security work responsibility system into the scope of auditing. The Ministry of Human Resources and Social Security and the Central Cyberspace Office carried out the selection and commendation of national advanced collectives and exemplary individual in cybersecurity, further stimulating the enthusiasm and initiative of all regions and departments in cybersecurity work.
