The second meeting of the Central Committee for Comprehensively Deepening Reform recently reviewed and approved the Implementation Plan for Deepening Rural Reform. The meeting emphasized the strategic goal of anchoring the modernization of agriculture and rural areas and building a strong agricultural country, with the main focus on handling the relationship between farmers and land, and accelerating the filling of the gaps in agricultural and rural development.
To solve the various deep-seated problems faced by agriculture, rural areas, and farmers, it is fundamentally necessary to deepen reforms. The report of the 20th National Congress of the Communist Party of China proposes to accelerate the construction of a strong agricultural country. Compared to poverty alleviation, the task of building a strong agricultural country is more arduous. We must use innovative thinking to seek effective solutions to the problems of agriculture, rural areas, and farmers. We must use reform tools to remove institutional obstacles that hinder the development of productive forces, promote more mature and standardized institutional mechanisms for rural revitalization, and ensure the stable and far-reaching modernization of Chinese style agriculture.
To deepen rural reform, we must firmly grasp the main line. The relationship between farmers and land is one of the most important production relations in a country. The rural reform in our country started with adjusting the relationship between farmers and land. Since the 18th National Congress of the Communist Party of China, the reform of the rural land system has been further deepened, and the "three rights separation" system for rural contracted land and homestead land has been established. Various forms of moderate scale operation have been developed, and three pilot projects for rural land system reform have been coordinated and promoted. These are all institutional innovations aimed at handling the relationship between farmers and land. In the future, the main line of deepening rural reform will still be to handle the relationship between farmers and land well. It should be noted that the basic rural management system centered on the land system has always been the cornerstone of the Party's rural policies. On the basis of collective ownership of rural land, the basic status of family management, and the existing land contracting relationship remaining unchanged, we should explore the diverse and varied transfer of land management rights and agricultural management methods through the "separation of three rights" reform and the construction of a socialized service system, and promote the rational and optimized allocation of rural land resources.
To deepen rural reform, we must adhere to the grand view of history.This inspires us to focus on a historical perspective to find the direction of rural reform, adhere to historical thinking to clarify the logic of rural reform, follow historical laws to grasp the direction of rural reform, and plan rural reform ideas in line with the historical trend. We must have enough historical patience. We must not be greedy for big things and fast things, or engage in sports in the wind. We must avoid detours and turning over Shaobing (Baked cake in griddle). Anything that involves the basic rights and interests of farmers and affects the whole body must be carefully considered before making any changes. For major issues in reform, we must be cautious and prudent, actively advance in strategy, and strike steadily in tactics.
To deepen rural reform, we must adhere to the bottom line and encourage exploration. We must adhere to the bottom line. No matter how we reform rural areas, we cannot collapse the collective ownership of rural land, reduce arable land, weaken food production capacity, or harm the interests of farmers. In this regard, some developing countries have learned painful lessons and should take them as a warning. We should encourage exploration, organically combine top-level design with grassroots exploration, encourage different regions to explore according to local conditions, be good at summarizing grassroots practice and creation, and provide timely support for those who encounter difficulties in exploration and innovation. In this regard, there are many successful experiences in various regions, and we should respect the wisdom of the masses and the creativity of farmers.
Deepening rural reform requires breakthroughs and effective implementation. Focusing on agricultural modernization, improving the food security guarantee system, and constructing an organic linkage mechanism between small farmers and modern agriculture; Focusing on rural modernization, improving the policy system for urban-rural integration development, and improving the comprehensive promotion of rural revitalization system and mechanism; Focusing on stimulating endogenous driving forces in rural areas, consolidating and improving the basic rural management system, and accelerating the construction of a modern rural property rights system.
In short, we need to accelerate the breakthroughs in important areas and key links of reform, so that farmers can have a greater sense of gain in the reform.
