The fundamental difference between Marxist political parties and other political parties is to always be with the people and strive for the interests of the people.

The "Ten Million Project" in Zhejiang connects rural revitalization with common prosperity, runs the Party's mass line throughout all aspects and processes of work, adheres to the principle of "everyone discusses and handles village affairs", stimulates the sense of ownership of farmers, widely mobilizes farmers to participate in village level public affairs, promotes the positive interaction between government governance, social participation, and village autonomy, mobilizes enthusiasm from all aspects, and forms a working mechanism of "government led, farmer led, department cooperation, social assistance, enterprise participation, and market operation". Nowadays, in Zhejiang, rural areas have transformed into parks and villages have transformed into scenic spots. More than 90% of the villages in the province have met the standards of beautiful rural areas in the new era. 70 demonstration counties, 724 demonstration towns, 743 scenic spots, 2170 characteristic boutique villages, and over 3 million beautiful courtyards have been established. Rural tourism and leisure agriculture in the province received 390 million tourists, with a total operating income of 46.9 billion yuan and 334000 employees.

2、 Adhere to the priority development of agriculture and rural areas, and promote modernization of agriculture and rural areas through the new relationship between industry, agriculture, and urban-rural development

The Proposal of the Central Committee of the Communist Party of China on Formulating the 14th Five Year Plan for National Economic and Social Development and the Long Range Objectives for 2035 proposes to prioritize the development of agriculture and rural areas and comprehensively promote rural revitalization. Adhere to making solving the "three rural" issues a top priority in the work of the entire Party, follow the path of socialist rural revitalization with Chinese characteristics, comprehensively implement the strategy of rural revitalization, strengthen the use of work to supplement agriculture and cities to lead rural areas, promote the formation of a new type of relationship between work and agriculture, urban-rural complementarity, coordinated development, and common prosperity, and accelerate the modernization of agriculture and rural areas. The report of the 20th National Congress of the Communist Party of China proposed to coordinate the layout of rural infrastructure and public services, and build livable, business friendly, and beautiful rural areas.

The per capita disposable income of rural residents has increased from 5431 yuan in 2003 to 37565 yuan in 2022, marking a profound change in the overall rural landscape. Zhejiang has fully, accurately, and comprehensively implemented the new development concept, persistently integrating the "Two Mountains" concept into all aspects of the "Ten Million Project" over the past 20 years, achieving mutual promotion and progress in the "Beautiful Economy", village autonomy, livability, and beautiful rural construction.

3、 Adhere to a systematic concept and promote modernization of agriculture and rural areas through coordinated urban-rural integration development

The concept of systems is an important category of Marxist epistemology and methodology.To achieve modernization of agriculture and rural areas, it is necessary to plan and coordinate agricultural development within the overall national economic development, rural prosperity within the overall social progress, and increasing farmers' income within the overall pattern of national income distribution.

He who does not plan for eternity is not enough to plan for a moment; Those who do not plan for the overall situation are not enough to plan for a specific area. For the past 20 years, Zhejiang's "Ten Million Project" has adhered to the "Five in One" of planning, construction, management, operation, and service, emphasizing the overall, hierarchical, and dynamic development of rural areas. The "Five Villages" of beautiful rural areas, common prosperity rural areas, humanistic rural areas, good governance rural areas, and digital rural areas have been advancing simultaneously. The "Five Beauties Joint Creation" of demonstration counties, demonstration townships, scenic spots, boutique villages, and beautiful courtyards has promoted the comprehensive revitalization of rural industries, talents, culture, ecology, and organizations, gradually forming a new type of urban-rural relationship between industry and agriculture, complementary urban-rural development, coordinated development, and common prosperity. The "Ten Million Project" is a pioneering demonstration in Zhejiang Province to transform the Party's innovative theory into vivid practice in the work of agriculture, rural areas, and farmers.

4、 Adhere to problem orientation, conduct in-depth investigation and research, and demonstrate the powerful power of scientific decision-making and precise implementation of policies

Adhering to a problem oriented approach is a distinct characteristic of Marxism.The concept of precision is the new wisdom of the Marxist world outlook and methodology in the new era, and the ideological and theoretical character of the CPC in the overall planning of the "four great". The "Ten Million Project" is a scientific decision made based on extensive research and precise mastery of first-hand materials, which has received warm support and strong support from the people.

Investigation and research are the foundation and prerequisite for discovering and solving problems, and are the methodology of Marxism. It is a fine tradition of the CPC to attach importance to investigation and research. In May 1930, Comrade Mao Zedong put forward the famous statement "No investigation, no right to speak" and "Investigation is the solution to problems" in his book "Opposing Capitalism".The decisions and deployments made by the Zhejiang Provincial Party Committee to implement the "88 Strategy" and build a "safe Zhejiang" were formed on the basis of in-depth investigation and research.

For the past twenty years, Zhejiang has always maintained a strategic determination and historical patience that have been a long-term achievement. A blueprint has been drawn to the end, one after another, providing experience and inspiration for the comprehensive promotion of urban-rural integration development and rural revitalization, injecting lasting momentum. On the new journey, we should comprehensively and thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China, and deeply grasp the world outlook and methodology contained in the "Ten Million Project". First, we should implement the experience of comprehensively promoting the "Ten Million Project" into the whole process of building a livable, employable and beautiful countryside, a beautiful China, and Chinese path to modernization; Secondly, it is necessary to carry out high-quality theoretical research, publicity and interpretation of the experience of the "Ten Million Project", and improve the ability and level of Party members and leading cadres in the new era to "learn, think, comprehend and practice";
