In February 1986, he entered the former Ziyang Diesel Locomotive Factory Staff Hospital and served as a physician, attending physician, deputy chief physician, director of internal medicine, office director, medical office director, and deputy dean. From December 2005 to November 2006, he served as the director of the Third People's Hospital of Ziyang City. From November 2006 to February 2013, served as the director of Ziyang People's Hospital; From February 2013 to August 2016, served as the Secretary of the Party Committee and President of Ziyang People's Hospital; In August 2016, he served as the Party Secretary of Ziyang People's Hospital until his retirement in May 2018. According to his resume, Liu Xuepeng served as the director of Ziyang People's Hospital for a period of ten years.
Realizing that there were "tricks" behind it, the Ziyang Municipal Commission for Discipline Inspection and Supervision immediately followed the initial approval process and conducted a case review and investigation into Liu Xuepeng's suspected violations of discipline and law. The initial investigation found that many of the trainings Liu Xuepeng participated in were related to financial management and investment, and had nothing to do with hospital business. There were also many consecutive invoices, some of which were accommodation invoices for 5A level scenic spots. Following this line of investigation, investigators also discovered that Liu Xuepeng was suspected of committing bribery crimes.
The investigators found out that Liu Xuepeng initially took up the leadership position at Ziyang People's Hospital based on his professional technical skills and down-to-earth work style. In 2006, he also refused the huge benefits brought to his doorstep. At that time, the Ziyang Workers' Hospital of China CSR Ziyang Locomotive Factory, where Liu Xuepeng was located, was transferred to the local area and established as the Ziyang People's Hospital. Before the hospital planned to purchase major medical testing equipment, a supplier voluntarily sent Liu Xuepeng 300000 yuan in cash, hoping to receive attention. He not only refused, but also tried to lower the purchase price from the perspective of safeguarding the hospital's interests and reducing the burden on the public.
However, when he saw drug suppliers frequently visiting other leaders' offices, he began to feel suspicious and his mentality gradually became imbalanced. "I always feel like I'm doing something while others are receiving money, and I'm not willing to accept it. Seeing these things, I gradually feel uncomfortable." But Liu Xuepeng didn't think about how to solve the chaos of drug procurement from the system and mechanism, but instead focused on how to profit from it. Subsequently, under the banner of reducing costs and managing chaos, he planned to carry out a drug procurement reform throughout the entire hospital, taking the opportunity to monopolize the approval power of drug procurement.
As soon as the news came out, the pharmacy bosses approached Liu Xuepeng one after another. In this so-called "reform", Liu Xuepeng compressed the number of hospital drug suppliers from over 200 at the time to 7 with interests related to them, and ultimately reduced them to 5. For some pharmaceutical suppliers with good personal relationships, after the expiration of the purchase and sales contract, Liu Xuepeng violated the bidding process and directly renewed the contract. Sometimes, even the superficial act of continuously signing the contract is not done, and the procurement is directly approved.
During this period, the pharmaceutical business owners who received attention paid a certain proportion of gratitude fees to Liu Xuepeng. Liu Xuepeng basically receives cash from merchants. In addition to the procurement of drugs and consumables, hospital construction projects are another important area for Liu Xuepeng to engage in power and money transactions. Since 2009, Ziyang People's Hospital has successively implemented two construction projects: inpatient building and tumor center building. In the early stages of project preparation, the chairman of a certain construction company, Long, promised a "benefit fee" of 5% of the total project cost. He learned important information about the project bidding from Liu Xuepeng and was able to successfully win the bid. After winning the bid, Long requested Liu Xuepeng to make advance payment for the project. Liu Xuepeng rashly agreed to advance the payment of 9 million yuan for the project without obtaining a construction permit from the other party. These two projects also involve some incremental projects, and Liu Xuepeng did not bid according to regulations, but directly packaged them for construction by Long's company. In the end, Liu Xuepeng received bribes totaling 4.25 million yuan from Long and his associates nine times.
In his confession, Liu Xuepeng wrote, "Whenever a pharmacy boss comes to me to cooperate and makes wishes for benefits, the more times I do it, the more I gradually begin to have a faint 'expectation'. I want any money, and the stench of corruption emanates from my bones. At that time, I was already hopeless!"

In 2014, the director of a hospital in the vicinity of Ziyang City was investigated for corruption issues, which made Liu Xuepeng even more anxious.
