On August 7th, Li Guoying, Deputy Commander in Chief of the National Defense Administration and Minister of Water Resources, presided over a special meeting of the Chamber of Commerce. Li Guoying pointed out that the flood process in the Songhua River Basin is still developing, and currently has caused 85 rivers to exceed the warning level, with a large impact area and many rivers exceeding the warning level; The flood process in the Haihe River Basin has not yet ended, and the operation of the flood storage and detention area is in its most critical period. The defense task is still arduous and arduous.
Li Guoying proposed five requirements for flood control in the Songhua River Basin. Firstly, for rivers where floods are evolving, immediate flood propagation prediction should be made based on the measured peak flood volume. Risk points along the downstream should be identified in advance, and measures such as transferring personnel from hazardous areas, adding embankments, and strengthening cross-sections should be taken in advance. The second is to focus on embankment defense for rivers where floods are receding, to ensure flood control safety during the process of floodplain flooding returning to the channel. Thirdly, for reservoirs operating at high water levels, effective measures should be taken to reduce the water level during rainfall intervals, to prevent dam collapse, and to ensure downstream safety during large flow discharge. The fourth is to pay attention to the flood process in the main stream of the Songhua River. If the flood number standard is reached, warning information should be immediately issued and corresponding response mechanisms should be activated, with a focus on embankment defense. The fifth is to closely monitor the development and changes of Typhoon No. 6, with a focus on the impact of heavy rainfall on rivers such as the Tumen River, Yalu River, the upper and middle reaches of the Second Songhua River, Mudan River, Lalin River, and Suifen River, and implement flood prevention measures in advance.
Li Guoying proposed three requirements for flood prevention in the Haihe River Basin. One is to accurately grasp the total amount and process of floods in the Daqing River system, and to do a good job in defending key defense objects such as newly built spillway embankments, Dongdian flood storage and detention area embankments, and Duliu Jianhe embankments, to ensure flood control safety in key areas. The second is to accurately grasp the distribution of flood retention within the Yongding River floodplain, predict risk points in advance, preset teams, materials, and equipment, and ensure the safety of the embankment in the Yongding River floodplain. Thirdly, on the premise of ensuring the safety of the Duliu Jianhe and Yongding Xinhe embankments, scientific scheduling of the Duliu Jianhe and Yongding Xinhe moisture-proof gates should be carried out, and timely tracing and scouring scheduling should be carried out to reduce sediment accumulation before and after the moisture-proof gates.
The first flood of 2023 occurred on the Songhua River
The Ministry of Water Resources has issued a flood situation report, stating that due to the impact of upstream water, the water level at the Jiamusi Hydrological Station on the lower reaches of the Songhua River reached the warning level at 20:00 on the 7th and is still rising. According to relevant regulations of the Ministry of Water Resources, the number is "Songhua River Flood No. 1 in 2023".
The Ministry of Water Resources requires relevant regions to strengthen monitoring and forecasting, timely issue flood warnings, effectively carry out embankment inspections, defense, and emergency rescue, transfer personnel from threatened areas in advance, and ensure the safety of people's lives.
At present, the Ministry of Water Resources maintains Level III emergency response for flood prevention in Inner Mongolia, Jilin, and Heilongjiang, with a total of three working groups assisting in guiding flood prevention work in Jilin and Heilongjiang.
Heilongjiang Province issues meteorological risk warnings for flash floods and geological disasters
On the 7th, the reporter learned from the Flood Control and Drought Relief Command of Heilongjiang Province that Heilongjiang Province has continuously issued meteorological risk warnings for yellow mountain floods and geological disasters.
At 20:00 on the 7th, the Office of the Flood Control and Drought Relief Command of Heilongjiang Province, the Provincial Department of Water Resources, and the Provincial Meteorological Bureau jointly issued a meteorological risk warning for yellow mountain flood disasters. It is expected that from 20:00 on the 7th to 20:00 on the 10th, the meteorological risk level of mountain flood disasters will be higher in Yimei, Wucui, Jinlin, Youyou, Acheng, Shangzhi, Wuchang, Hailin, Mudanjiang City, Ning'an, and Muling.
On the evening of the 7th, the Department of Natural Resources of Heilongjiang Province and the Provincial Meteorological Bureau jointly issued a yellow warning for geological disaster meteorological risks. Affected by strong rainfall, it is expected that from 20:00 on the 7th to 20:00 on the 10th, there will be a higher meteorological risk of geological disasters in Yimei, Wucui, Jinlin, Youyou, Acheng, Shangzhi, Wuchang, Hailin, Mudanjiang City, Ning'an, and Muling.
