On the 17th, the United Nations Security Council held a public meeting on the human rights issue in North Korea. Chinese Deputy Permanent Representative to the United Nations, Geng Shuang, stated at the meeting that China opposes the Security Council's consideration of the human rights situation in North Korea, and this position is very clear.
Geng Shuang said that according to the United Nations Charter, the primary responsibility of the Security Council is to maintain international peace and security, not to deal with human rights issues. The human rights situation in North Korea does not pose a threat to international peace and security. The current international situation is turbulent and intertwined, with various crises and challenges emerging one after another. The world we live in is facing increasing instability and uncertainty. The Security Council should concentrate on fulfilling its responsibilities under the Charter, focus on promoting peaceful resolution of disputes, resolving geopolitical conflicts, and addressing major urgent issues that threaten international peace and security.
Geng Shuang stated that for a period of time, the situation on the Korean Peninsula has continued to be tense, and the confrontation has intensified. All parties should remain calm and restrained, do more things that are conducive to peace and stability, and avoid words and actions that may stimulate each other and escalate tensions. During this complex and sensitive period, the Security Council should play a constructive role in restarting dialogue and easing tensions. Pushing the Security Council to review the human rights situation in North Korea not only fails to ease the situation, but also exacerbates conflicts, which is irresponsible, non constructive, and an abuse of the power of the Security Council. If the relevant countries are truly concerned about regional peace and stability and the well-being of the North Korean people, they should take practical actions and specific plans to promote mutual trust and restart dialogue. They should support the adjustment of sanctions against North Korea, especially in the field of people's livelihoods, and immediately lift unilateral coercive measures that exacerbate the deterioration of the humanitarian situation in North Korea.
Geng Shuang said that the Korean Peninsula issue, as a lingering remnants of the Cold War, is essentially a political security issue. Hyping up the human rights issue in North Korea on the Security Council platform, attempting to shift attention, shirk responsibility, and exert pressure, is harmful and useless for resolving the Korean Peninsula issue. What the relevant countries should truly do is to demonstrate political will, take practical actions, respond to the reasonable concerns of the North Korean side, make efforts to restart dialogue, and create conditions.
Geng Shuang reiterated that China has always insisted on maintaining peace and stability on the Korean Peninsula, achieving denuclearization of the Peninsula, and resolving issues through dialogue and consultation. China is willing to continue to play a constructive role in promoting the political resolution of the Korean Peninsula issue and achieving long-term stability in Northeast Asia.
