Regarding the suggestion to promote the "jar deep burial" method similar to that carried out in certain regions, which involves placing ashes in the urn and then burying them deep without leaving the grave head, achieving the goal of thin burial without occupying land, the Civil Affairs Bureau of Yingquan District, Fuyang City stated in its response that the "jar deep burial" method has no promotion policy in Yingquan District or even in the whole city, but it belongs to the land saving ecological burial method. According to current policies, provide support.
Regarding the suggestion of "coffin burial with earth, but the coffin burial must be below one meter above the ground, without leaving a grave head, and without affecting production", the Civil Affairs Bureau of Yingquan District replied that the direct use of coffin burial with earth and the secondary packaging of ashes for burial of deceased bodies is explicitly prohibited and not supported according to current policies.
Regarding the suggestion of "voluntary cremation, the government waives cremation fees", the Civil Affairs Bureau of Yingquan District stated that according to the "Regulations on Funeral Management of the State Council" and the "Anhui Province Funeral Management Measures", Yingquan District belongs to the cremation area. Except for some ethnic minorities, all dead bodies in the cremation area must be cremated. At present, the preferential policies implemented in the three districts of Fucheng include basic cremation fee reduction for extremely impoverished beneficiaries, subsistence allowance recipients, key beneficiaries, and registered poverty-stricken populations.
The Civil Affairs Bureau of Yingquan District, Fuyang City stated that the urban public welfare cemetery in Yingquan District will be fully constructed by the end of 2022, with a construction area of 30 acres. It is located in Wuzhuang, Weizhuang Community, Fuyang Circular Economy Park, and can basically meet the public funeral service needs of urban residents in the entire district.
According to the Civil Affairs Bureau of Yingquan District, Yingquan District has always attached great importance to funeral reform work, especially since 2018, it has carried out special rectification and standardization work for prominent problems in the funeral field, illegal cemetery construction, and living person tombs. However, the traditional funeral customs are deeply rooted, and the public cannot fully accept the funeral reform, especially the cremation of bodies. They still hold the idea of "burial is safe" and do not listen to advocacy and persuasion. After cremation of relatives' bodies, the ashes are re coffined and buried in their own plots.

This article titled "Member Zhang Zili: Proposal on Reforming Rural Funeral and Implementing Deep Burial" states that "Reforming Earth Burial, Implementing Cremation, and Saving Land" is the direction and purpose of China's funeral reform. At that time, the "Anhui Province Funeral Management Measures" stipulated that "those who bury themselves or transport their bodies to other places for burial without authorization in areas where cremation is carried out shall be ordered by the street office, township people's government or funeral management department to have their relatives cremated, and all expenses shall be borne by the relatives of the deceased, and a fine of no more than 500 yuan may be imposed." However, in areas where cremation is carried out, especially in rural areas, there is a deep belief in the safety of the earth among farmers. The relatives of the deceased still have a considerable resistance to cremation, and cremation has not achieved the expected goal of land conservation. For this reason, it is recommended to: 1. Promote the "jar burial" method similar to that carried out in certain regions: that is, place the ashes in the urn, and then bury the jar deep without leaving the grave head; This not only achieves the purpose of thin burial, but also does not occupy land; 2. Coffin earth burial, but the coffin burial must be below one meter above the ground, without leaving a grave head, which does not affect production; 3. For voluntary cremation, the government waives the cost of cremation; 4. Vigorously promote scientific funeral and civilized worship. In this way, it not only respects folk customs and conforms to public opinion, but also achieves the goal of truly saving land.
