The 15 minute convenient living circle is a practice of expanding domestic demand, accelerating consumption recovery, unblocking the national economic cycle, and meeting the growing needs of the people for a better life. In Pudong, in accordance with the requirements of the "Guidelines for the Construction of a 15 Hour Convenient Living Circle in Cities" issued by the Ministry of Commerce, some streets and towns with good foundations have already carried out the creation of a 15 Hour Convenient Living Circle. By scientifically optimizing the commercial layout, enriching commercial formats, improving service levels, guiding standardized operations, improving high-quality economic formats, high-quality livelihood formats, and efficient service formats in the jurisdiction, we aim to create convenient living services that match the leading areas.

The construction of the 15 minute convenient living circle in Pudong focuses on the implementation of a special plan for people's livelihood and commerce, which is integrated with the construction of the "15 minute community living circle" and "three circles" in the entire district, and has a good foundation. In Xincun Street, one of the pilot towns in Weifang, the construction of a 15 minute convenient living circle anchors the three major community characteristics of "finance, fashion, and fireworks". The large-scale commercial layout and grassroots convenient consumption have received attention at the same time.

The overall improvement work of Zhuyuan Business District takes into account three major characteristics. The center of the Zhuyuan Business District is the Zhuyuan Green Space, which has been built for many years but has problems such as outdated design concepts and outdated infrastructure. At the Wucun Vegetable Market in Weifang, a convenient service station meets the needs of surrounding residents for small repairs and other livelihood services. Shoes repair, clothes cutting, keys matching, bicycles repairing... Craftsmen who used to operate outdoors in disorder are invited to designated service stations to meet the living needs of residents and optimize the order of the community environment.

Weifang leverages the role of the Laoshan Road Street Affairs Committee, and the management department, local authorities, and neighborhood units work together to negotiate and select this storefront as a service station. This place is adjacent to the vegetable market and the flower and bird market, balancing orderly management and the practical needs of the people, and has become an important puzzle for the construction of a convenient living circle in the community for 15 minutes.

At present, there are four skilled, reputable, and fixed service time craftsmen who are stationed at the service station for permanent service. At the same time, Weifang has launched a list of 26 services in 6 categories, including life services, disability assistance services, and electrical appliances, and regularly conducts special services at service stations. This model has been extended to the Yangjiadu vegetable market in the western area of Weifang and the Zhuyuan vegetable market in the eastern area to facilitate more residents.

In addition to the 15 minute convenient living circle features of finance, fashion, and fireworks in Weifang, other pilot towns have also carried out precise construction based on their own actual situation. In Zhoujiadu Street, following the overall concept of "coverage, richness, and convenience", the community's convenient commercial layout has been continuously optimized, becoming a characteristic sample of the construction of a convenient living circle in the old urban area of Shanghai.

In Sanlin Town, with the development theme of "Butterfly Transformation Sanlin Charming Community Comfortable Life", six "second level" 15 minute convenient living circles have been formed and converged into a 15 minute convenient living circle with "international style", "human touch", "vitality", "fireworks atmosphere", "modernity", and "national style". The creation work of Jinyang Xincun Street follows the overall idea of "optimizing layout, improving quality, strengthening services, and shaping the environment", promoting the construction of four 15 minute convenient living circles, and creating a high-quality residential community 15 minute convenient living circle benchmark.

This year, Pudong will launch a new batch of pilot projects for the 15 minute convenient living circle, replicating and promoting work experience by 2025, and fully expanding the pilot construction area.
