On the 23rd, Chinese Deputy Permanent Representative to the United Nations, Geng Shuang, called on the international community to make every effort to prevent the situation in Ukraine from spiraling out of control.
On the same day, Geng Shuang stated at the open meeting of the Security Council on the Ukraine issue that for a period of time, the conflict in Ukraine has continued to escalate, the trend of escalation has become increasingly apparent, and uncertainty has significantly increased. The destruction of the Kakhovka hydropower station once again reminds us that if the war is allowed to continue, it will only bring more significant risks, and any terrible scenario may occur. China hopes that both sides in the conflict will remain calm and restrained, and the international community will avoid escalating tensions, especially by strictly adhering to the bottom line of nuclear safety, staying away from the red line of nuclear war, and making every effort to avoid irreversible situations.
Geng Shuang said that we must make every effort to alleviate the suffering of the people. China once again calls on all relevant parties to strictly abide by international humanitarian law, fulfill their obligations to protect civilians, ensure the safety of vulnerable groups such as women and children, and respect the basic rights of prisoners of war. China encourages the international community and humanitarian agencies to increase their humanitarian assistance efforts for people affected by the crisis, while adhering to the principles of humanitarian assistance.
He said that we must make every effort to control the impact of spillovers. China calls on all parties to work together to reduce the negative impact of the crisis, maintain the stability of global industrial and supply chains, and urge relevant countries to immediately lift so-called unilateral sanctions and long arm jurisdiction. The Black Sea grain export agreement should be implemented in a balanced, comprehensive and effective manner, and the memorandum of understanding signed between the United Nations and Russia should be seriously implemented.
Geng Shuang said that we should make every effort to promote dialogue and negotiation. Recently, a peace delegation composed of leaders from six African countries, including South Africa, visited Ukraine and Russia, which China welcomes. I hope that countries in the world that love peace and uphold justice can issue rational voices of persuasion and negotiation. No matter how difficult the situation may be, the door to a political solution to the Ukrainian issue cannot be closed, efforts to stop war and promote talks cannot be relaxed, and the process of diplomatic negotiations cannot stagnate. We need to promote strengthened contact and consensus among all parties, form the maximum common denominator, and gradually accumulate and create conditions for the final resolution of the crisis.
Geng Shuang stated that on the Ukraine issue, China has always advocated that the sovereignty and territorial integrity of all countries should be safeguarded, the purposes and principles of the United Nations Charter should be respected, reasonable security concerns of all parties should be given attention, and all efforts conducive to peaceful resolution of the crisis should be supported. China will continue to work with the international community to play a positive and constructive role in promoting the political resolution of the Ukrainian issue.
