Chinese Permanent Representative to the United Nations Zhang Jun attended a public meeting of the United Nations Security Council on the 13th and elaborated on China's position on the Korean Peninsula issue.
Zhang Jun stated that China has always adhered to the denuclearization of the Korean Peninsula, maintained peace and stability on the peninsula, and resolved issues through dialogue and politics. The Peninsula issue, as a lingering remnants of the Cold War, is essentially a political security issue, with the core being the lack of peace mechanisms. The United States and other countries have long regarded North Korea as a security threat, obsessed with imposing sanctions and pressure, causing North Korea to face enormous security threats and survival pressures. The reasonable security concerns of the North Korean side have not been resolved. Especially since the beginning of this year, the United States and other countries have carried out unprecedented and large-scale joint military exercises on the peninsula, conducted highly targeted and provocative exercises, and issued the Washington Declaration to strengthen "extended deterrence", further and further on the path of military pressure. This approach will only intensify conflicts and intensify tensions. Reality has already answered.
Zhang Jun pointed out that the process of the Peninsula issue since the 1990s clearly demonstrates that dialogue and negotiation are the only correct and effective way to ease the tension on the Peninsula and promote a political solution. As long as the United States and North Korea resume dialogue and negotiations and move towards each other, the situation on the peninsula can remain stable, and there is hope for a political solution to the peninsula issue. Instead of accusing other countries of obstructing the Security Council from taking action, it is better for the US to propose practical and feasible solutions, take meaningful actions, respond to North Korea's reasonable concerns, and use actions to implement the statement of "unconditional dialogue".

Zhang Jun emphasized that the starting point of the Security Council's handling of the Peninsula issue should be to ease the situation, promote dialogue and negotiation, rather than simply imposing sanctions and pressure, and should not be used as a tool for individual countries to achieve geopolitical self-interest. Promoting political solutions and enhancing unity and mutual trust are the key to maintaining the reputation and authority of the Security Council. All parties should fully implement the Security Council's resolutions related to North Korea, especially the resumption of dialogue and political resolution, which should not be selectively ignored. The starting point of the Security Council draft resolution on North Korea jointly proposed by China and Russia earlier was to release goodwill and positive signals, create conditions for resuming dialogue and turning the situation around, and promote a political solution to the Korean Peninsula issue. China calls on those countries that demand action from the Security Council to seriously consider this draft.
