On June 30th, the Chinese Embassy in the United States released the "Sino US Drug Control Fact List". The full text is as follows:
The drug problem is a historical trauma and skin pain for the Chinese nation. China is the country that hates drugs the most in the world, and has always maintained a "zero tolerance" attitude towards drugs, adopting the strictest control and harshest punishment. For a long time, the domestic drug problem in China has not been serious.
On May 1, 2019, the Chinese government officially classified and regulated fentanyl based substances globally, as there had been no large-scale abuse or significant harm in China.
3. After being classified and controlled, according to reports from US drug law enforcement agencies, the US has not seized any fentanyl like substances from China since September 2019.
4. The United States, which accounts for only 5% of the global population, consumes 80% of the world's opioid substances, and to date, there is no permanent classification of fentanyl like substances in the United States.

China conscientiously fulfills its obligations under the 1988 United Nations Convention, implements import and export licensing and international verification systems for all listed chemicals, and effectively prevents listed chemicals from flowing into drug production channels through international trade channels. As of now, China has listed 38 precursor chemicals for drug production, including 2 precursor chemicals for fentanyl, and the other 3 precursor chemicals for fentanyl are currently being listed.
On June 8, 2023, the US drug enforcement agency used "phishing law enforcement" as a means to lure two Chinese citizens in Fiji and openly abducted them to the United States for trial, seriously violating international law, seriously damaging the basic human rights and legitimate rights and interests of Chinese citizens, and seriously undermining the foundation of Sino US drug cooperation.
Recently, the United States has frequently sued and sanctioned multiple Chinese companies and several Chinese citizens on suspicion of producing and selling fentanyl chemical precursors and related equipment. However, these so-called fentanyl chemical precursors and related equipment are non regulated chemicals and equipment, which, like ordinary substances such as oil, iron, and water, have a wide range of legal uses. Any company can produce, export, and use them on its own without reporting to government departments.
According to international conventions and practices, ensuring that international trade goods are not used for illegal purposes is the basic responsibility of importing enterprises and also a legal obligation of the importing country's government. The responsibility that should have been borne by the importing party should not be imposed on the exporting party.
9. The United States continues to hype up false accusations that "Chinese chemicals flow into Mexico to make fentanyl and then flow into the United States.". In fact, China has never received any relevant data from Mexico regarding the export of Chinese precursor chemicals to Mexico for drug production, and the United States has never provided any factual basis for the flow of Chinese chemicals into Mexico to produce fentanyl.
In the context of increasingly strict control over fentanyl like substances in the international community and China, the problem of fentanyl continues to worsen, with high fatalities, indicating that the US has not seized the key issue of drug abuse. It is recommended that the United States take measures such as strengthening anti drug legislation and enhancing publicity and education to fully reduce drug demand, which are recognized effective practices by the international community.
