Ambassador Zhang Jun's explanatory statement after the Security Council voted on the draft resolution on the withdrawal of the United Nations Malite mission
Madam Chairman:
The Security Council has just unanimously passed a resolution to terminate the authorization of the United Nations Special Mission in Mali and make specific arrangements for its downsizing and withdrawal. China voted in favor of the draft resolution.
China looks forward to the United Nations Secretariat formulating practical and feasible plans for the withdrawal of personnel and asset liquidation of the United Nations Security Council, in accordance with the requirements of the Security Council, to ensure the safe, orderly, and timely withdrawal of the United Nations Security Council. The Chinese side appreciates the efforts made by the countries contributing troops and police to support the implementation of the Mali peace agreement over the long term. To ensure a safe and orderly evacuation, safeguard the safety of peacekeeping personnel and United Nations assets, the United Nations Mission in Mali and the United Nations Secretariat should continue to maintain close cooperation with the Malian government.

United Nations peacekeeping operations are an important means for the Security Council to fulfill its responsibilities in maintaining international peace and security. Historical experience has proven that peacekeeping operations must adhere to the basic principles formed in long-term practice, especially the principle of the consent of the parties involved. Maintaining communication and maintaining mutual trust and cooperation between the special mission and the governments of the countries involved is a prerequisite for the smooth implementation of peacekeeping operations. We hope that the Security Council will always prioritize strengthening cooperation between peacekeeping operations and the countries involved, and make unremitting efforts.

Currently, many African countries, including those in the Sahel region, are facing multiple threats such as terrorism, humanitarian crises, poverty reduction and development, and climate change. Maintaining regional peace and stability is in the common interest of the international community. China hopes that the international community will pay attention to the practical difficulties and needs faced by countries in Mali and other regions, and continue to provide assistance and support on the basis of respecting the sovereignty and leadership of the parties involved.
Since 2013, Chinese peacekeeping personnel have participated in United Nations peacekeeping operations in Mali, faithfully fulfilling their peacekeeping missions, fearlessly facing difficulties and difficulties, and contributing Chinese strength to maintaining peace and stability in Mali. China has dispatched multiple batches of guards, defense infantry, engineers, and medical teams, successfully completing various tasks such as armed patrols, vigilance and defense, engineering support, construction rescue, wounded treatment, and medical support, earning praise from the Malian government and people. In June of this year, 398 officers and soldiers from China's tenth batch of peacekeeping forces in Mali were awarded the United Nations Peace Medal.

The United Nations Security Council has decided to terminate the mandate of the United Nations Stabilization Mission in Mali
According to the United Nations website on June 30th, the United Nations Security Council passed a resolution on the same day to terminate the mission of the United Nations Stabilization Mission in Mali, which came into effect on June 30th.
The Security Council expresses its gratitude to the Mali Stabilization Mission and its personnel for their efforts over the past 10 years, and welcomes the transitional government of Mali's commitment to hold free and fair presidential elections in 2024 to complete the political transition. In the resolution, the Security Council demanded that the Mali Stabilization Mission immediately cease operations, transfer tasks, and reduce and withdraw personnel in an organized manner starting from July 1, 2023, and complete this process by December 31, 2023.
The United Nations Multidimensional Integrated Stabilization Mission in Mali, abbreviated as the Mali Stabilization Mission, is a United Nations peacekeeping mission in Mali, established in April 2013.
