China urges to promote a ceasefire in the Russia-Ukraine conflict
Zhang Jun, the Permanent Representative of China to the United Nations, said in his speech at the Security Council on the 24th when considering the issue of Ukraine that we must make every effort to promote a ceasefire and end the Russia-Ukraine conflict, and make every effort to control the spillover effects.
Zhang Jun said that China has always emphasized that the sovereignty and territorial integrity of all countries should be safeguarded, the purposes and principles of the United Nations Charter should be respected, reasonable security concerns of all parties should be given attention, and all efforts conducive to peaceful resolution of crises should be supported. Based on the above position, China has been making efforts to achieve peace.
Firstly, we must make every effort to promote a ceasefire and end the war. The international community should create favorable conditions for peace talks and avoid "pouring oil on the fire", continuously supplying weapons to the battlefield, escalating unilateral sanctions, and any actions that may cause conflicts to spiral out of control. The Ukrainian crisis once again proves that adopting a Cold War mentality, provoking confrontations, and seeking absolute security for oneself is not feasible. It not only fails to contribute to the final resolution of the crisis, but also continues to bring turbulence to the region, ultimately harming oneself.
Secondly, we must make every effort to control the impact of spillovers. Major developed countries should take responsible economic and trade measures to ensure the security and smooth flow of global industrial and supply chains, stop indiscriminate unilateral sanctions and long-term jurisdiction, and avoid politicizing and weaponizing the economy. The package agreement for the export of agricultural products from the Black Sea port should not be easily abandoned. China expects all parties to strive for the early resumption of grain and fertilizer exports from Russia and Ukraine through dialogue and consultation.
Thirdly, we must make every effort to ensure humanitarian assistance. The prolonged conflict has led to the destruction of many large-scale infrastructure, the displacement of millions of people, and the increasing humanitarian needs. In this situation, all parties to the conflict must strictly abide by international humanitarian law, avoid attacks on civilians and civilian infrastructure, and ensure the basic needs of the population and the safety of life and property. The irresponsible transfer and use of cluster ammunition can easily lead to humanitarian issues, and all parties involved must be cautious in this regard.
Fourthly, we must make every effort to prevent nuclear safety risks. On the nuclear issue, all parties should maintain maximum rational restraint, abide by international laws such as the Nuclear Safety Convention, truly focus on their own and the future and destiny of all mankind, strictly abide by the bottom line of nuclear safety, stay away from the red line of nuclear war, jointly control the crisis, and avoid man-made nuclear accidents.
