On May 30 this year, Xi Jinping, General Secretary of the CPC Central Committee, President of the State, Chairman of the Central Military Commission, and Chairman of the Central National Security Committee presided over the first meeting of the 20th Central National Security Committee.

Li Qiang, Zhao Leji, and Cai Qi, members of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and Vice Chairman of the Central National Security Commission, attended the meeting.

This meeting analyzed the current national security situation and found that the complexity and difficulty of the national security issues we are facing have significantly increased.

The meeting requires us to adhere to bottom line thinking and extreme thinking, and be prepared to withstand major tests such as high winds, waves, and even rough seas.

Prior to this meeting, on April 24th of this year, the second session of the Standing Committee of the 14th National People's Congress opened. This meeting heard a report on the review results of the revised draft of the Anti Espionage Law.

The newly revised Anti Espionage Law of the People's Republic of China will come into effect on July 1, 2023. The Anti Espionage Law is the first specialized legislation in the field of national security after the 20th National Congress of the Communist Party of China, and also the first law approved by the new Standing Committee of the National People's Congress. It is of milestone significance for deepening the fight against espionage and building a legal barrier for national security.

On July 11th, China Chang'an Network reported that the Party Committee of the Ministry of National Security recently held a "New Era National Security Lecture Hall" in the form of a video conference to study the newly revised Anti Espionage Law.

Chen Yixin, Secretary of the Party Committee and Minister of the Ministry of National Security, attended the meeting and delivered a speech, pointing out that national security organs should deeply grasp the significant significance of revising the Anti Espionage Law and promote the modernization of the work system and capabilities of national security organs on the track of the rule of law. The person in charge of the Rule of Law Office of the Ministry of National Security gave an explanation on the background, process, achievements, and implementation of the revision of the Anti Espionage Law.

Chen Yixin has put forward three requirements for national security agencies to study, promote and implement the Anti Espionage Law.

We must adhere to the principle of "learning five things simultaneously" and make learning the Anti Espionage Law an important task. We must adhere to the leadership of the department and bureau, the promotion of learning by the legal department, the inspection of learning by the business department, the teaching by subordinate colleges and universities, and the self-learning of law enforcement officers. This will ignite a wave of learning and training, educate and guide the majority of officers to accurately grasp the law, accurately apply the law, and improve the level of using legal thinking and methods to carry out work.

Secondly, we need to deepen the promotion of the "Five Major Propaganda", strengthen the main responsibility promotion, battlefield promotion, media promotion, online promotion, and external promotion, use various means and forms, widely and deeply carry out legal publicity activities, optimize the external environment, and gather positive energy for national security and rule of law.

We must implement the "four tasks" well, establish supporting legislation, promptly initiate the revision of the "Implementation Rules of the Anti Espionage Law", and timely formulate departmental rules and regulations; To standardize law enforcement, strengthen the law enforcement team, law enforcement norms, and law enforcement hardware construction as a whole; We need to strengthen auditing, strictly control politics, facts, laws, and procedures, and ensure that every case can withstand the test of law and history; To create a benchmark, launch a batch of typical cases, and achieve the unity of political, legal, and social effects.

On July 11th, the Democracy and Legal Weekly published a signed article by Chen Yixin, Secretary of the Party Committee and Minister of the Ministry of National Security, focusing on the Anti Espionage Law.

The article points out that revising the Anti Espionage Law is a major measure to promote the modernization of the covert front work system and capabilities. The rule of law is an important foundation for a country's governance system and capacity, and a modern country is inevitably a rule of law country. Throughout history, the construction of national security and the rule of law has been closely linked and closely related to the cause of covert front work.
