Beijing, June 13 (Xinhua) - Recently, the National Development and Reform Commission, the Ministry of Education and other eight departments jointly issued the "Implementation Plan for Empowering and Enhancing the Integration of Industry and Education in Vocational Education", proposing that by 2025, the number of national pilot cities for industry and education integration will reach about 50, and more than 10000 industry and education integration oriented enterprises will be built and cultivated nationwide.
Today, the National Development and Reform Commission held a special press conference to introduce the relevant situation of the Implementation Plan. It is reported that the Implementation Plan proposes 19 policy measures in 5 aspects around "empowerment" and "improvement".
In terms of empowerment, the integration of industry and education in vocational education is mainly empowered through three measures: pilot projects, policies, and funding. One is pilot empowerment. The Implementation Plan proposes to initiate the selection of the second batch of around 30 national pilot cities for the integration of industry and education, and to select another batch of national enterprises for the integration of industry and education. The second is policy empowerment. The Implementation Plan proposes to improve incentive and support combination measures. Make the support policies of "finance+finance+land+credit" visible and tangible, and truly taste the sweetness and benefits for industry education integrated enterprises. The third is funding empowerment. The Implementation Plan focuses on summarizing three types of funding channels, namely central budget investment, local government special bonds, and medium - and long-term loans. Through the joint efforts of all parties, the investment guidance within the central budget has been leveraged, and the investment and financing work pattern of vocational education industry education integration has been basically formed through the coordinated efforts of various levels and types of funds.
In terms of improvement, the Implementation Plan focuses on difficulties and bottlenecks, and strives to achieve "three improvements" through targeted policy measures and practical work measures. One is to enhance the professional system. Vocational education talent cultivation must be guided by industry demand. The Implementation Plan clearly proposes "one priority, one acceleration, one transformation, one merger" to promote the formation of a professional system closely connected to the industrial chain and innovation chain. The second is to improve the level of practical training. The Implementation Plan fully leverages the investment guidance and leverage role within the central budget, strengthens the combined investment and financing support for the construction of training bases, and prioritizes supporting a number of industry connected, radiating and driving strong, and effective training integrated training bases. The third is to enhance the depth of integration. The Implementation Plan aims to address the situation of "hot schools and cold enterprises", and supports eligible industrial parks, vocational colleges, and ordinary universities to cooperate in establishing mixed ownership branches or industrial colleges. It also supports the promotion of shareholding and mixed ownership reforms in vocational schools, allowing enterprises to participate in education in accordance with the law and enjoy corresponding rights through capital, technology, management, and other factors.
