The disciplinary inspection and supervision organs adhere to systematic and root cause and root cause measures, continuously deepen the rectification of corruption in key areas, use breakthroughs in key issues to drive the resolution of surface problems, and continuously consolidate and expand the effectiveness of rectification, discipline and anti-corruption.
Key areas have strong policy support, intensive investment, concentrated resources, and are prone to corruption. The key areas are related to the economic lifeline and the national economy and people's livelihood. If corruption spreads, it will not only damage the image of the Party, harm the relationship between the Party and the masses, but also damage fairness and justice, affect the development environment, accumulate risks and hidden dangers, and become a "roadblock" and "stumbling block" to achieve Chinese path to modernization. Continuously consolidate and deepen the high-pressure situation of corruption in key areas of punishment, more effectively curb the increase, and more effectively eliminate the stock. We must always maintain zero tolerance and deterrence, adhere to the principle of cracking down on corruption and investigating cases, resolutely punish those who do not restrain themselves and act recklessly, and resolutely investigate and punish corruption that intertwines political and economic issues. Corruption issues in key areas often have strong concealment and complexity. It is necessary to improve the ability to detect and investigate corruption, comprehensively investigate and dig deeper clues, actively explore joint inspections and investigations by departments, groups, and regions, and be good at discovering hidden corruption problems from behind abnormal phenomena. We must combine anti-corruption with risk prevention, resolutely clean up industry and systemic corruption with high risks and hidden dangers, effectively prevent and resolve corruption risks and related economic and social risks, eliminate corrupt tumors, and maintain development order.
Pay close attention to key minorities, key positions, and key links, conduct advanced and precise supervision, and ensure the standardized and orderly operation of power. Behind the corruption issues in key areas often lies the problem of "top leaders" acting recklessly and failing to fulfill their responsibilities, as well as the problem of key personnel using their power for personal gain and engaging in profit transmission. We must tighten and compact the main responsibility of comprehensively and strictly governing the Party, urge the "top leaders" to fulfill their primary responsibility, and other members of the team to fulfill their "dual responsibilities". We need to strengthen supervision over the use of power by key leaders in key areas, and urge them to be strict with themselves, shoulder their responsibilities, and manage their jurisdiction. We need to comprehensively sort out the risk links in the operation of power in key areas and effectively prevent corruption risks.
We will address both the root and root causes, implement systematic governance, adhere to "full cycle management", and resolutely eradicate the breeding ground and conditions for corruption in key areas.
