Taking public transportation, saving electricity, and using less disposable tableware... In China, these small things in daily life are converging into low-carbon behaviors in more and more people's daily lives under the carbon inclusive incentive mechanism established by the government and enterprises, becoming an important force to help the country achieve the "dual carbon" goals.
"Normally, the air conditioning is maintained at 26 degrees Celsius, the lights are turned off when going out, and the appliances are in energy-saving mode. Last year, my home's electricity consumption was reduced by 620 kilograms of carbon dioxide emissions." Ms. Liu, a Shenzhen resident, opened her mobile phone payment app and found that the "Low Carbon Electricity for Residents" carbon inclusive application clearly listed the daily carbon emissions reduction, cumulative total carbon reduction value, and carbon reduction ranking of household electricity consumption. She was also awarded the title of "Carbon Reduction Expert" for actively practicing green and low-carbon behaviors.
In 2022, the Shenzhen Ecology and Environment Bureau, Southern Power Grid Shenzhen Power Supply Bureau, and Shenzhen Emission Rights Exchange jointly developed the "Low Carbon Electricity for Residents" carbon inclusive application. So far, 805000 households have opened carbon accounts, accounting for more than 25% of the total number of users in the city. The cumulative carbon emissions reduction is about 12000 tons, equivalent to saving about 4516 tons of standard coal.

In addition, Shenzhen has launched carbon inclusive applications such as "Low Carbon Planet" and "National Carbon Road", covering areas such as public transportation, electricity consumption, and shared cycling for residents, with a cumulative user base of over 6 million.
China strives to achieve carbon peak before 2030 and carbon neutrality before 2060. Green and low-carbon not only includes industrial emissions reduction, but also involves many daily behaviors such as mass consumption and transportation. At present, governments and enterprises in many places in China have released carbon inclusive platforms, aiming to use the "Internet plus+big data+carbon finance" approach to quantify the energy conservation and carbon reduction behavior of small and micro enterprises, community families and individuals, and give them some value, establish a positive guidance and incentive mechanism, guide the whole society to participate in green consumption and practice low-carbon life.

The case study report on China's carbon inclusive development and practice, released in February this year, shows that the government led diversified carbon inclusive mechanism is rapidly developing. In addition to Shenzhen, a series of carbon inclusive applications such as the "Green Life Season" in Beijing, the "Three Jin Green Life" in Shanxi Province, and the "Suishenxing" in Shanghai have emerged one after another.
During the "Green Life Season" in Beijing, users can earn carbon credits by purchasing and using green appliances, shared bicycles, new energy vehicles, and other methods, which can be used to redeem movie vouchers and parking vouchers; Shanghai citizens can exchange their carbon emissions reduction for "Green Travel Exclusive Rights Card" to take public transportation in the city for free.
On the enterprise side, personal carbon accounts of major commercial banks in China are showing a blooming trend, providing differentiated services to customers based on carbon credits. Many private enterprises are also actively participating.

On June 18th of this year, the first batch of 52928 tons of carbon inclusive emission reductions were officially issued in Shenzhen, covering three carbon inclusive applications in the fields of public transportation and shared cycling, and were traded on the Shenzhen Emission Rights Exchange trading platform. Shenzhen's carbon market and carbon inclusive system have officially been connected.
Third party accounting and certification work is also being carried out for carbon reduction emissions in the residential electricity sector. "After verification, it will also be listed on the Shenzhen Emission Rights Exchange. High energy consuming social groups or enterprises can purchase to offset their own carbon emissions, and residents' carbon reduction benefits can also be freely exchanged for gift cards, subway travel cards, and other gifts." said Pang Ning, Deputy General Manager of the Information Center of Shenzhen Power Supply Bureau of Southern Power Grid.
Experts say that in the future, it is still necessary to actively explore incorporating carbon inclusive emission reduction into the national carbon market, realizing the link between personal carbon accounts and governments, manufacturers, financial enterprises, etc., helping personal carbon accounts become green assets, and establishing effective carbon inclusive incentive business models.
