The reporter recently learned from the National Health Commission that China is accelerating the establishment of a hierarchical diagnosis and treatment system, continuously improving the medical and health service system, increasing high-quality medical resources, and building an orderly new pattern of medical treatment and diagnosis, effectively meeting the medical needs of the people.
Build a national medical peak and a provincial medical highland. Promote the planning, establishment, and layout construction of national medical centers and regional medical centers, and concentrate efforts on tackling difficult and critical disease diagnosis and treatment technologies. As of now, 13 categories of national medical centers have been established, including cardiovascular, pediatrics, and respiratory; Determine 5 batches of 125 national and regional medical center construction projects to achieve the goal of covering all provinces. The construction of provincial-level regional medical centers is being carried out in an orderly manner.
Enhance the specialized capabilities of municipal and county-level hospitals. Focus on key diseases and specialties, layout provincial regional medical centers, and narrow the gap between the diagnosis and treatment level of key diseases in local cities and provincial capital cities. At the same time, we will increase the support for urban hospitals, continue to promote the construction of specialized departments in county-level hospitals, and fill in the gaps and weaknesses. In 2022, 87.71% of county-level hospitals in China have met the basic standards for medical service capacity.
Improve the grassroots medical and health service system. Strengthen the construction of township health centers and community health service institutions, develop community hospitals, and carry out "high-quality service grassroots" activities in depth. As of the end of 2022, there are over 30000 township health centers and community health service centers in China that have reached the service capacity standards.
Carry out pilot projects for the construction of county-level medical communities and urban medical groups. Strengthen the integrated management of human resources, finance, materials and technology, and take chronic diseases such as hypertension and diabetes as the entry point to unblock the two-way referral mechanism. Establish a specialized alliance to expand the coverage of high-quality specialized resources. At present, 15000 medical consortia in various forms have been established nationwide, providing strong support for homogeneous medical services through the integration and sharing of regional high-quality resources. In 2022, the number of two-way referrals reached 29.847 million, and the structure of two-way referrals has been optimized.
We will develop Internet based diagnosis and treatment and telemedicine services. Improve the management of Internet diagnosis and treatment, and promote the healthy development of Internet hospitals. Improve the remote medical service network at the provincial, municipal, county, township, and village levels, and enhance the level of grassroots services. By October 2022, more than 2700 Internet hospitals have been set up nationwide, and the telemedicine services at the prefecture, city and county levels have achieved full coverage.
The relevant person in charge of the National Health Commission stated that the next step will continue to promote the construction of a hierarchical diagnosis and treatment system, establish new mechanisms for the operation of national medical centers and regional medical centers, improve the operation mechanism of medical consortia, deepen the reform of medical service prices, and promote the reform of diversified and composite medical insurance payment methods. At the same time, we will strengthen the construction of grassroots medical and health teams with a focus on general practitioners, give full play to the role of family doctor teams as "health gatekeepers", and build a solid foundation for urban and rural grassroots medical and health services.
