The 800 mile Qingjiang River is picturesque, and the 300 mile gallery is located in Changyang. In March 2022, the "Jointly Creating a Points System" was launched in Yangxi Village, Yazikou Township, Changyang, China. The program focuses on 10 aspects: law-abiding, loving the Party and the country, ecological protection, honesty and trustworthiness, enthusiasm for public welfare, family harmony, promoting morality and goodness, neighborhood harmony, changing customs, and entrepreneurship and wealth creation. The points standards are refined according to local conditions, and the daily behavior of villagers, their good deeds, and their participation in activities to create a beautiful environment and happy life are recorded in the form of points. Clear encouragement items are added as sub items, prohibition items are deducted as sub items, and the final score can also be exchanged for goods at the integrity supermarket established in each village, with each point corresponding to one yuan.
The Changyang points management system, within the framework of ten star points, allows each village or community to refine their own points rules based on their own characteristics. Shuizhuyuan Village in Duzhenwan Town has good economic conditions. As the first village in Changyang County to host the "National Village BA Competition", they included the village BA in their points. As long as they registered for the competition, they accumulated 100 points. The third place winner in the competition accumulated 300 points, the second place winner accumulated 400 points, and the first place winner accumulated 500 points. As soon as the points details were announced, in just one week, six teams were organized. On July 18th, the village BA held a hot competition in Shuizhuyuan Village. On the day of the competition, more than half of the villagers gathered on a small square. In the words of village chief Li Jianhai, this was "the stage of the people and the performance of the people.".
The points bring not only material rewards to the villagers, but also an honor and encouragement. Over the past year since the launch of the jointly created points system, it has been promoted and covered in 160 villages and communities throughout the county. The finance department of Changyang County has raised 1.6 million yuan to exchange points through rewards instead of subsidies. Some villages will also increase the exchange amount by matching some funds from collective economic benefits. As of now, the points system has been approved and more than 600000 points have been redeemed to the public for over 300000 points.
Establishing archives and cards, promoting the transformation of cadres' work style, and increasing public participation
Changyang is a working county, where over half of the young people in mountain villages go out to work. The elderly care situation of left behind elderly people presents a different problem from that of plain areas. Huang Qixing, a 74 year old from Danshui Community in Longzhouping Town, often has a door key that cannot be pulled. He said, "I have three children who work outside. I'm afraid I'll die at home and others won't be able to open the door." The reality of the sparse number of mountain people poses three major challenges for the elderly care of residents in Changyang: first, there is no one to ask for help in normal times, second, there is no one to help during difficult times, and third, there is no place to play during leisure time.
How to solve difficult problems? Hu Xingqi, the first secretary of the Civil Affairs Bureau of Changyang County stationed in Danshui Community, summarized years of frontline work experience and explored a mutual aid elderly care model supported by points: based on the natural formation of the people for many years, all residents are divided into one mutual aid group, and each group selects one or two young people with transportation as the leader, leading the team members to achieve mutual assistance in production and life. The community sets up registration cards for each mutual aid, forming small groups of points. When the event was launched, Hu Xingqi was worried that there wouldn't be many elderly people coming during the festival. Unexpectedly, many people came in the end, and the elderly said "even if they are busy, they will come" and "even if they are far away." Winning the competition can earn points, but they all smiled and said, "We're not here for points!" Yang Wuyi, Deputy Secretary of Changyang County Party Committee, said that small points release great energy, and grassroots vitality is constantly stimulated. The masses actively participate in collective big and small matters, make decisions and conspire, so that grassroots governance can "spend less money and do more things.".
Digital discussions inspire villagers to actively participate in village and community co construction
Is the water tank in the village installed to the east or west? Who exactly passes in front of the hardened road? How to promote new crop varieties? For a long time, these issues related to the production and life of villagers have been the difficulties of village work, and if not careful, they have become the focus of village cadres talking or arguing endlessly, forcing them to give up. Faced with practical challenges such as low participation of the masses in social governance and high difficulty in social governance, Changjiang Cloud has developed and launched the "Diaojiaolou Shuo Shi Tang" section in the points system based on local conditions. For matters involving the common interests of villagers, the village committees initiate online discussions in this section. The scope of participants and discussion methods can also be set according to different matters, and villagers can participate in voting, discussion, suggestions, etc. through their mobile phones. Zhengjiabang Village in Longzhouping Town, Changyang is located in the picturesque Fangshan tourist attraction. What he didn't expect was that as soon as the issue was announced, it sparked heated discussions among the villagers, some of whom calculated their economic income to see how much they could increase in the future; Some people calculate human relations and advise 13 villagers to contribute to the prosperity of their villagers. The effect is even better than that of village cadres coming to do work. In just two days, all 13 villagers voted in support, and all discussions and voting processes were clearly visible in the "stilted tower storytelling hall". Once confirmed, work began immediately, without any instances of shifting blame or reneging on promises.
At present, the Changyang Joint Creation Points System has covered over 70% of farmers, and all data is synchronized and integrated into the Yichang Social Governance Integration Platform. Based on the backend big data analysis capabilities, it achieves precise monitoring and scientific governance of grassroots society.
