The investigation team adheres to seeking truth from facts, complying with laws and regulations, and comprehensively investigates and verifies relevant information. The relevant situation is hereby reported as follows:

1. on the report that the Changle County Government does not provide collateral renewal support for Reading Motor Company.

After investigation and verification, the parent company of Reading Motor Company, Bidewen Group, has expanded rapidly in recent years and its capital turnover is tight. Starting from March 2022, production and operation will be difficult and will be in a state of intermittent production. Production will be suspended in December.

Since 2018, at the request of Li Guoxin and with the decision of Changle County Party Committee and County Government, county owned state-owned enterprises have provided a series of financing support to Bidewen Group to solve the difficulties encountered in the production and operation process.

In February 2021, the State owned Assets Supervision and Administration Commission of the State Council issued the Guiding Opinions on Strengthening the Risk Control of Local State owned Enterprise Debt, which stipulated that local state-owned enterprises should not provide guarantees to enterprises without property rights in principle. After October 2022, Reading Automobile Company applied twice to the Changle County Government to continue providing guarantees for it. Considering that providing further financing support to the enterprise does not comply with relevant national and provincial regulations, the Changle County Government has comprehensively assessed and determined that its application has not been met.

The investigation determined that the county government's decision complies with regulations.

2. on the problem of local enterprises falsely reporting statistical data reflected in the report

After investigation and verification, the statistical data of Reading Motor Company is basically true. Reading Motor Company's total industrial output value and commodity sales in 2022 were reported to 7.095 billion yuan, which was actually 2.552 billion yuan and 4.543 billion yuan. At the same time, the investigation team verified the total industrial output value of the remaining 327 regulated industrial enterprises in Changle County. In 2022, the total industrial output value of 327 enterprises was reported to 85.929 billion yuan, and the verified value was 82.666 billion yuan. The overall error rate was relatively low. The above data has been corrected in a timely manner.

The investigation found that the Changle County Bureau of Industry and Information Technology and the Zhuliu Street Office where Reading Automobile Company is located engaged in interference with statistical data.

3. on the Report Reflected by the Secretary of Changle County Party Committee Forcing Enterprises to Falsify Statistical Data

After investigation and verification, it was not found that Wang Xiao, secretary of the Changle County Party Committee, forced enterprises to falsify or interfere with statistical data. After repeated video and voice inquiries with the informant, he failed to provide relevant evidence. After 463 interviews and inquiries with Changle County Party Committee, County Government, relevant county departments, town streets, and enterprise leaders, none of them reflected Wang Xiao's intervention statistics.

The investigation determined that the Changle County Party Committee and County Government were responsible for negligence in intervening in statistical data by individual county-level departments and towns. Wang Xiao, as the main person in charge of Changle County Committee, bears the main leadership responsibility for this.

4. accountability

In view of the relevant problems found in the course of the investigation, the discipline inspection and supervision organs dealt with the nine responsible personnel involved in accordance with the rules and regulations in accordance with the law:

1. Give Wang Xiao, Secretary of Changle County Party Committee, an intra party warning.

2.
