Recently, the Qinghai Provincial Commission for Discipline Inspection and Supervision reported 6 typical cases of inadequate performance in the field of farmland protection, many of which were related to tourism projects and landscape engineering construction. The landscape engineering of Zhamalong Wetland Park in Huangzhong District, Xining City, the construction project of Salar Water Town Scenic Resort in Xunhua County, Haidong City, and the Lubing Flower Sea project in Banjiawan, Huzhu County, Haidong City, among other cultural and tourism projects, have illegally occupied farmland without obtaining land use procedures. The relevant responsible persons have been severely punished.
In the name of developing tourism, the actual occupation of arable land reflects the inadequate implementation of party and government responsibilities for protecting arable land in some regions and departments, as well as the lack of supervision, lax law enforcement, and inadequate investigation and punishment of illegal and irregular occupation of arable land.
Nie Xufang, Director of the Second Supervision and Inspection Office of the Discipline Inspection Commission and Supervision Commission of Wenshan Zhuang and Miao Autonomous Prefecture, Yunnan Province, introduced that tourism projects have been one of the "protagonists" in the illegal occupation of farmland cases investigated and dealt with in recent years. "At the end of the day, there is a problem with the concept of political achievements. Some leading cadres have countless feelings for the 'great country' and insufficient understanding of the importance of the red line for farmland protection. They believe that developing tourism is more 'noble' than developing agriculture, and the economic benefits are also more substantial. That is why they have been giving the green light all the way in the process of handling relevant construction permit procedures."
