According to Xinhua News Agency, Xi Jinping, General Secretary of the Central Committee of the Communist Party of China, President of the State, Chairman of the Central Military Commission, and Director of the Central Finance and Economics Committee presided over the second meeting of the Central Finance and Economics Committee on the afternoon of July 20 to study issues such as strengthening the protection of cultivated land and the comprehensive transformation and utilization of saline-alkali land.
The meeting heard reports from the Ministry of Natural Resources, the Ministry of Agriculture and Rural Affairs, the Central Finance Office, and the National Development and Reform Commission on strengthening the protection of arable land and the comprehensive transformation and utilization of saline alkali land. Members of the Central Committee of Finance and Economics attended the meeting, and officials from relevant departments of the central and state organs attended the meeting as observers.
In previous public reports, the Central Finance Office and the Central Agriculture Office appeared in a parallel relationship. For example, on June 26th, the Central Finance Office, the Central Agriculture Office, the Ministry of Agriculture and Rural Affairs, and the National Development and Reform Commission issued a notice entitled "Guiding Opinions on Effectively Promoting the Experience of Zhejiang's" Ten Million Project "in an Effective and Orderly manner.". On May 19, 1993, the Central Committee of the Communist Party of China decided to establish the Central Rural Work Leading Group as the deliberative and coordinating body for leading rural work and agricultural economy. At the beginning of the establishment of the Central Rural Work Leading Group, there was no independent daily office. It was not until 2004 that the Central Rural Work Leading Group began to establish a separate office, namely the Central Agricultural Office.
The Central Finance Office and the Central Agriculture Office have worked together and held cross positions, for example, Chen Xiwen, then Deputy Director of the Central Finance Office, also held the position of Director of the Central Agriculture Office.
Since the institutional reform in 2018 clarified that the Office of the Central Rural Work Leading Group is located in the Ministry of Agriculture and Rural Affairs, Minister of Agriculture and Rural Affairs Han Changfu and Tang Renjian have successively served as directors of the Central Agricultural Office.
In addition, according to the Regulations of the CPC on Rural Work, which came into effect on August 19, 2019, the CPC Central Committee set up a central rural work leading group to work under the leadership of the Political Bureau of the CPC Central Committee and its Standing Committee, be responsible to the CPC Central Committee, and ask the CPC Central Committee and the General Secretary for instructions and reports on their work. The Central Rural Work Leading Group plays a leading and coordinating role in rural work, regularly analyzes the rural economic and social situation, studies and coordinates major issues related to agriculture, rural areas, and farmers, and supervises the implementation of important decisions and deployments of the Party Central Committee on rural work. The Central Rural Work Leading Group has an office under it, which is responsible for the daily affairs of the Central Rural Work Leading Group.
