Cao Zhengmin, a retired official from the Gansu "Luoma" department who was investigated less than a year ago, has recently been expelled from the party.
On July 28th, Gansu Discipline Inspection and Supervision Network reported that the former deputy director of the Gansu Provincial Sports Bureau, Cao Zhengmin, who had been approved by the Gansu Provincial Party Committee and filed a serious violation of discipline and law, has been reviewed and investigated by the Gansu Provincial Discipline Inspection and Supervision Commission.
According to the announcement, after investigation, Cao Zhengmin, as a party member and leading cadre, deviated from his original mission, lost his ideals and beliefs, violated party principles, and repeatedly broke discipline and laws. Being disloyal and dishonest to the Party, instructing subordinates to provide false information to the organization, transferring and concealing illegal property, covering up disciplinary and illegal facts, and resisting organizational review and investigation; Ignoring the spirit of the central eight point regulations, accepting gifts and gifts recklessly, accepting banquets that may affect the fair performance of official duties for a long time, and seeking special treatment in terms of work and life security; Ignoring organizational principles, failing to truthfully explain issues during organizational conversations and inquiries, using power to seek personnel benefits for others, and using the influence of position to seek benefits for others in cadre recruitment; Violating regulations by owning shares of non listed companies; Engaging in image engineering, blindly setting up stalls and participating in projects, wasting national resources; Engaging in embezzlement and illegal interference in market economic activities; Violation of life discipline; Twisting the relationship between pro Qing government and business, expanding greed, taking advantage of one's position to seek benefits for others in business operations, project promotion, engineering contracting, and illegally accepting huge amounts of property.
The Gansu Provincial Commission for Discipline Inspection and Supervision pointed out that Cao Zhengmin's behavior seriously violates the political discipline of the Party, the spirit of the Central Eight point Regulations, organizational discipline, integrity discipline, public discipline, work discipline, and life discipline, constitutes a violation of official duties and is suspected of accepting bribes. Moreover, his behavior has intensified since the 18th National Congress of the Communist Party of China, and he still does not restrain himself after the 19th National Congress. He is bold and reckless, with a bad nature and serious circumstances, and should be dealt with seriously. In accordance with the Regulations of the CPC on Disciplinary Punishment, the Supervision Law of the People's Republic of China and other relevant provisions, after deliberation at the meeting of the Standing Committee of Gansu Provincial Commission for Discipline Inspection and approval by the Gansu Provincial Party Committee, it was decided to give Cao Zhengmin the punishment of expelling his party membership, adjusting his retirement benefits as required, and confiscating his income from disciplinary violations; Transfer the suspected criminal issues to the procuratorial organs for legal processing, and transfer the involved property together.
According to public data, Cao Zhengmin, male, Hui nationality, was born in March 1962 in Kaifeng, Henan Province. He is a member of the Communist Party of China (CPC) and has a graduate degree. He joined the CPC in August 1988 and started working in July 1984.
He has served as the Deputy Director of the Population and Family Planning Commission of Gansu Province, a member of the Standing Committee of the Linxia Prefecture Committee, and Deputy Governor. In November 2013, he became a member of the Standing Committee of the Linxia Prefecture Committee and the Secretary of the Linxia City Committee.
After governing Linxia City for nearly 8 years, Cao Zhengmin was transferred to the position of Deputy Director of Gansu Provincial Sports Bureau in January 2021 and retired in April of the following year. He was reported to have been investigated in February 2023.
It is worth mentioning that Guo Weian, who had worked with Cao Zhengmin in Linxia City for nearly 6 years and served as the mayor from 2015 to 2021, was reported to have been investigated in May 2022. The "Double Opening" notice released in January 2023 pointed out that Guo Weian's behavior seriously tarnished the image of party members and leading cadres, and seriously damaged the political ecology of the place where he served.
