Previously, based on multiple reports received, the police tracked and arrested a "capable person" who falsely claimed to provide "early retirement", "increased retirement benefits" and other "retirement benefits" at the end of May, and solved a new type of elderly care fraud case specifically targeting near retirees with a involved amount exceeding one million yuan.
Launching "Retirement Benefit Package" after handling severe illness certificates on behalf of others
In April this year, Ms. Chen, a citizen, went to the police station in Dunkou to report that her husband and brother wanted to apply for early retirement and were scammed out of nearly 200000 yuan.
Ms. Chen said that through someone's introduction, they met a "capable person" named Bai who can handle early retirement. I paid a partial deposit in advance, and then under the leadership of Bai, Ms. Chen's husband and brother came to the social security department to inquire about social security information. They also paid the social security fees according to Bai's requirements.
"He was introduced by a neighbor friend, who said he had helped many people obtain severe illness certificates before and was very skilled," Ms. Chen said. According to the information provided by Ms. Chen, the criminal investigation officers of the police station, Wen Ciwen, Meng Xiangsheng, and Wang Han, immediately launched an investigation.
During the investigation by the investigating police officers, the police station received multiple reports from victims who had similar experiences to Ms. Chen. After sorting out relevant alarm information, the investigating police officers gradually understood the suspect's fraud process.
"At the beginning of last year, Ms. Li, a resident of a residential area under the jurisdiction of the police station, fell ill and was hospitalized. During treatment, she wanted to apply for a severe illness certificate, but was recommended by a patient to meet the suspect Bai." Investigating police officer Wen Ciwen explained that after paying more than 10000 yuan to Bai, Ms. Li's severe illness certificate was indeed successfully obtained. Afterwards, Ms. Li publicized the incident to her neighbors in the community, and several residents approached Bai for a severe illness certificate, making Bai a celebrity in the community.
"It wasn't until they realized they had been deceived that many victims realized they could actually obtain a severe illness certificate through normal channels based on their situation," Wen Ciwen said. In June of last year, Bai once again promoted his "new business" to residents.
"Applying for early retirement costs around 60000 yuan per person; paying social security and other expenses around 40000 yuan per person; retiring and affiliated with government agencies or public institutions costs around 30000 yuan per person; increasing retirement benefits by supplementing work experience costs around 40000 yuan per person..." Bai's retirement "welfare package" is clearly priced, with multiple services for the applicant to choose independently, making many residents in the community eager to apply and recommending neighbors who have needs to apply.

Several victims reported to the police that while they had paid relevant fees to Bai and were eagerly waiting for their retirement benefits to be successfully processed, they were informed by Bai that something had changed.
"After reviewing the online chat records provided by the victim, we found that after Bai collected the relevant fees from the victim, he began to inform the victim of 'policy changes' and that handling relevant business requires patience." Police officer Meng Xiangsheng explained.
In a chat record between the victim and suspect Bai, Bai said, "The general direction of retirement is not yet clear... It depends on what documents are issued for sick leave, and I am also paying attention. There will be news soon, rest assured, I will follow up at any time."
However, in April this year, a victim discovered that Bai had lost contact, his address was changed, and his phone could not be reached.
After sorting out the relevant reports, the investigating police immediately went to Qiaokou District - the previous residence of the suspect Bai - to investigate and found that Bai no longer lived there. In order to quickly locate the suspect, the investigating police, with the support of the Wuhan Public Security Bureau Video Investigation Detachment, used big data technology to grasp clues and discovered that Bai had appeared multiple times in the Gutian Second Road 1st community. Successfully locked in Bai's residential area, and the investigating police immediately conducted patrols around the area. On May 24, the police successfully captured the suspect Bai.
"These people didn't pay their medical insurance and social security in full, so I asked each of them to make up for it. I didn't pay the money to the social security bureau, I took it myself." Faced with questioning from the police, Bai confessed to his false claims that he could apply for early retirement, make up for social insurance and medical insurance, calculate more years of service, and obtain a certificate of severe illness to deceive the victim of the crime.

Although the suspect Bai has been arrested, according to multiple victims, Bai falsely claimed to handle relevant retirement services and took away their personal files.
"Personal files are very important, and if they are missing, they will not be able to process retirement normally," said Wen Ciwen, a police officer handling the case. Upon learning of the situation, the police immediately conducted a search at Bai's residence after successfully capturing him. They successfully retrieved three personal files of the victim that Bai had hidden in a cabinet in the corner of the house and returned them to the victim's hands.
Police officer Wen Ciwen introduced that during the process of "handling business", Bai led the victim to retrieve the victim's personal files from the human resources center, creating a false impression of "being processed urgently". For victims who have already paid the relevant fees, Bai will return their files to the human resources center. Therefore, only a few victims who are "processing" the relevant business but have not paid the relevant fees will have their files hidden by Bai.
According to the investigating police, from April to June 1st this year, they have received relevant reports from 11 victims, with a total amount of over 1.2 million yuan involved. At present, the suspect Bai has been detained by the public security organ according to law, and the case is under further investigation.
