On August 11th, Huixian City, Xinxiang City, Henan Province, issued a notice on the issuance of several measures to further promote the stable and healthy development of the real estate market. The measures involve 21 items such as provident fund loans, pre-sale funds, and the resolution of problematic real estate projects, and are valid until May 31, 2024.
The document proposes to support the demand for improved housing, and for families who own a house and have already paid off the corresponding housing loan, they can apply for another loan to purchase new commercial housing in order to improve their living conditions. Banks and financial institutions will implement the first home loan policy.
Support group buying of commercial housing for sale. Support government agencies, state-owned enterprises and institutions, colleges and universities, research institutes, and social groups to negotiate with real estate development enterprises, and organize centralized bulk purchase activities for commercial housing. Encourage real estate enterprises to make appropriate concessions, accelerate sales speed, quickly recover funds, activate the sales market of commercial housing, promote housing consumption, and provide certain discounts in terms of down payment ratio, deed tax subsidies, provident fund loans, etc.
Optimize the placement methods and channels for resettlement housing. Encourage the exploration of direct monetary compensation, issuance of purchase vouchers, and physical relocation in shantytowns and urban villages. Coordinate the stock of commodity housing in Huixian City, guide and encourage the relocated population to purchase stock commodity housing as resettlement housing, and shorten the resettlement period for the population.
Implement deed tax subsidies for commercial housing. For newly purchased commercial housing in Huixian City after July 1, 2016 that has not yet paid deed tax, those who pay deed tax from the implementation date of the document until December 31, 2023 can receive a subsidy of 20% of the total amount of deed tax paid. The deed tax subsidy adopts a "pre collection and post subsidy" approach, and each housing unit can only enjoy one subsidy. The deed tax subsidy is directly issued to the bank card verified by the owner's real name.
Increase support for housing provident fund and increase the maximum loan amount. For single party timely and fully paying housing provident fund, the maximum loan amount will be increased from 400000 to 450000 yuan. For couples who timely and fully pay housing provident fund, the maximum loan amount will be increased from 550000 to 650000 yuan. Employees who contribute to the housing provident fund can withdraw their account balance to help their immediate family members purchase houses. Gradually promote the transfer of housing provident fund loans with collateral.
