On August 23, the WeChat official account of the Commission for Discipline Inspection and the Supervision Commission of Sichuan Province, "Clean Sichuan", released the criminal details of Li Bin, the former cashier of the Housing and Urban Rural Development Bureau of Batang County, Ganzi Prefecture, Sichuan Province: as a young cadre, the 34 year old embezzled more than 5.7 million yuan of public funds in order to buy lottery tickets, and was eventually sentenced to 10 and a half years' imprisonment.

Li Bin is from Batang, Sichuan. He was born in 1989 and started working in December 2007. He previously served as a cashier at the Housing and Urban Rural Development Bureau of Batang County, Garze Prefecture.
"After repeatedly misappropriating housing provident fund, insurance funds, and maintenance funds, not only did I have no intention of taking care of my family, but I also suffered from inner turmoil. Insomnia has become the norm. When I couldn't sleep, I would run to the riverbank alone to daydream, regretting every day, even thinking about jumping into the river for a hundred years." In Li Bin's confession, every word wrote his endless regret.

Under the efficient "bonus" of "fingertip lottery", Li Bin sometimes can even spend more than 100000 yuan a day on the "big business" of lottery.
Occasionally winning the lottery also earned Li Bin the title of local "lottery expert". He was immersed in the sense of emptiness brought by the lottery and became increasingly trapped.
However, under the high investment, Li Bin's salary was no longer enough to cover his lottery expenses, making him a loyal customer of the lottery store. In March 2018, under the bombardment of information from lottery store owners urging payment of credit payments, Li Bin, who had been working as a cashier for a long time, turned his attention to corporate funds.

From March to December 2018, in just 9 months, Li Bin used his position as a cashier to transfer the provident fund and various insurance benefits from the financial platform to his own account. When paying the unit's employee provident fund and various insurance benefits every month, he directly paid through the remaining funds in his corporate account. In this way, he successively transferred more than 950000 yuan of public funds to his own card, adding bricks and tiles to his lottery business.
At the end of 2018, Li Bin, who had gained the trust of his superiors through his previous efforts at work, began to manage the maintenance fund account of a certain community. After Li Bin misappropriated 100000 yuan of maintenance funds under the false pretext of "paying engineering fees," he found that few people had ever inquired about the account and became even more reckless.
In July 2019, in order to cover up the fact of misappropriating provident fund and various types of insurance funds, Li Bin "robed Peter to pay Paul" and used his newly acquired bonus and community maintenance funds to fill the loopholes in the public account's provident fund and various types of insurance.
As the funding gap continues to widen, Li Bin only hopes that higher investment can enable him to obtain more "returns" to reverse the "decline" of the unit's deficit account. In January 2020, he once again reached out to his corporate account, getting deeper and unable to break free.
It was not until 2021, when the "Happy 12" lottery was discontinued, that Li Bin finally woke up from his dream. But by this time, the total amount of funds he misappropriated had reached over 5.7 million yuan. There is no dream of getting something for nothing waiting for Li Bin to come true, only the cruel reality of illegal activities.

In August 2022, Li Bin underwent disciplinary review and supervision investigation by the Discipline Inspection Commission and Supervision Commission of Batang County.
In November 2022, Li Bin was expelled from the Party and held public office for violating the Party's political discipline, the spirit of the Central Eight point Regulation, national laws and regulations, and suspected of embezzling public funds; In May 2023, Li Bin was sentenced to 10 years and 6 months in prison in accordance with the law for the crime of embezzlement of public funds.
In the case of Li Bin, the Discipline Inspection Commission and Supervision Commission of Batang County attach great importance to it, and hold accountable the leadership team and relevant personnel of the unit where the case occurred. Four people were given disciplinary and administrative sanctions. In order to do a good job in the second half of the case investigation and handling, the County Commission for Discipline Inspection and Supervision held a special democratic life meeting to supervise major cases throughout the entire process, urging the units involved to promote reform through cases, timely rectify problems such as inadequate internal control mechanisms and financial supervision loopholes, increase the frequency of daily inspections and reminders, and promote early detection and disposal of problems.

Young cadres have sharp thinking and active thinking, but due to a lack of composure and self-control, they are prone to confusion when faced with temptation, always fantasizing about getting something for nothing, being small and broad, and becoming rich overnight. Li Bin's values were also misplaced as a result, causing the "foundation" and "root" to waver, and other things would take advantage of the situation.
