The Anti Espionage Law of the People's Republic of China, revised and passed at the second meeting of the 14th National People's Congress Standing Committee, will officially come into effect from July 1st.

The second meeting of the Standing Committee of the Sixth National People's Congress approved the Decision of the Standing Committee of the National People's Congress on the Exercise of the Power of Investigation, Detention, Pre examination, and Execution of Arrest by National Security Organs in Public Security Organs, marking the beginning of the construction of the rule of law for national security organs. Subsequently, a series of laws and regulations were formulated and revised, providing strong legal protection for national security organs to fulfill their duties in accordance with the law. Valuing and enforcing the rule of law has always been a clear foundation for national security work. Escorting the hidden front has made outstanding contributions to consolidating and defending the Party's governing position, safeguarding national sovereignty, security, and development interests, and adhering to and developing socialism with Chinese characteristics.
The Third Plenary Session of the 18th Central Committee of the Communist Party of China decided to establish the Central National Security Commission, marking a new historical starting point for the construction of national security and the rule of law; Guided by the National Security Law passed at the 15th meeting of the Standing Committee of the 12th National People's Congress, more than 20 special national security legislation, including the Anti Terrorism Law, the Cyber Security Law, and the Hong Kong National Security Law, have been successively introduced, more than 110 laws and regulations containing national security provisions have been formulated and revised, and important intra party regulations, such as the Regulations of the CPC on Leading National Security Work, have been promulgated... Today, the construction of a national security legal system with Chinese characteristics has accelerated, providing a solid support for national security organs to fully perform their statutory functions and safeguard national security.
To fulfill the responsibilities and missions entrusted by the Constitution and laws, one must have a broad understanding of the greatness of the country. The complexity and difficulty of the national security issues we are currently facing have significantly increased. National security organs should always prioritize the maintenance of political security, crack down on various infiltration, subversion, division, and sabotage activities in accordance with the law, and firmly safeguard the security of national political power, institutional security, and ideological security. Adhere to coordinating security in various fields from the perspective of political security, strictly prevent security risks in other fields from intertwined with political security issues, and transmit them to the field of political security, in order to build a comprehensive national security barrier. Adhere to the principle that legal responsibilities must be carried out and cannot be carried out without authorization by the law, achieve strict, standardized, fair, and civilized law enforcement, strengthen power constraints and supervision, and ensure that every case can withstand legal and historical scrutiny.
National security is the bedrock of national rejuvenation, and social stability is a prerequisite for building a strong and prosperous China. The report of the 20th National Congress of the Communist Party of China proposes to improve the legal system of national security. The first meeting of the 20th Central National Security Commission emphasized that "national security work should implement the decisions and deployments of the 20th National Congress of the Communist Party of China" and "promote the construction of national security and the rule of law".
