At the routine policy briefing of the State Council held yesterday, relevant authoritative departments gave a specific introduction. The relevant person in charge of the Ministry of Finance stated yesterday that policy measures will be introduced from three aspects to actively stabilize foreign investment expectations and boost confidence in foreign investment in China.
Fu Jinling, Director of the Economic Construction Department of the Ministry of Finance, introduced that China's tax system treats domestic and foreign enterprises equally. Foreign funded enterprises shall pay corresponding taxes in accordance with tax laws and regulations, and may also enjoy various current tax preferential policies in accordance with regulations. On this basis, in order to attract foreign investment in China, some special tax preferential policies have also been introduced.
Fu Jinling, Director of the Economic Construction Department of the Ministry of Finance: For profits distributed by foreign investors from resident enterprises within China, eligible direct investments will not be subject to withholding income tax temporarily; For self use equipment imported from foreign investment projects encouraged by the state for development, except for goods listed in the relevant non duty-free commodity catalog, import tariffs are exempted; For foreign R&D centers that meet the conditions and import scientific research and technological development products that cannot be produced domestically or whose performance cannot meet the demand, import tariffs, import value-added tax, and consumption tax are exempted.
The central government arranges special funds for the development of foreign trade and economic cooperation, and increases the scale of funds year by year, coordinating and increasing support for landmark foreign investment projects, and promoting the rapid implementation of projects. At the same time, optimize the business environment by benchmarking against international first-class standards. Take practical and effective measures to ensure equal participation of domestic and foreign enterprises in government procurement activities.
Multiple measures to serve the development of foreign-invested enterprises

In terms of increasing the enforcement of intellectual property rights and the protection of trade secrets, 17100 illegal cases in the fields of trademarks, patents, etc. were investigated and dealt with in the first half of this year, and the intellectual property rights of domestic and foreign enterprises were equally protected in accordance with the law.
In addition, in supporting the fair participation of foreign-funded enterprises in standardization work, the Guiding Opinions of the National Standardization Administration on Strengthening the Work of the National Professional Standardization Technical Committee have been issued, encouraging foreign-funded enterprises and foreign experts to participate in the formulation of group standards.
