At the end of March this year, Zhang Bao was investigated. Having been a police officer for many years, Zhang Bao is an "old police officer". At this point, he has been serving as the deputy director of the Zhengzhou Public Security Bureau for ten years.

Previously received disciplinary action from government officials

According to public information, Zhang Bao, male, Han ethnicity, was born in May 1964 in Runan, Henan.

He joined the military at the age of 15 and joined the Public Security Bureau of Pingdingshan City, Henan Province in December 1985 at the age of 21. Afterwards, he served as Deputy Section Chief, Deputy Secretary of the Youth League Committee, and Political Commissar of the Xinhua Branch. From May 2002 to January 2009, he served as the Deputy Director, Party Committee Member, and County level Investigator of Jiaozuo Public Security Bureau in Henan Province.

From January 2009 to January 2013, Zhang Bao served as the Deputy Secretary and Deputy Director of the Party Committee of Jiaozuo Public Security Bureau in Henan Province, as well as a county-level investigator. In January 2013, he became a member and Deputy Director of the Party Committee of Zhengzhou Public Security Bureau.

At this point, he has been serving as the deputy director of the Zhengzhou Public Security Bureau for ten years.

The notice pointed out that after investigation, Zhang Bao lost his ideal beliefs and party principles, was disloyal and dishonest to the party, colluded and covered up facts to resist organizational review; Ignoring the spirit of the central eight point regulations and illegally accepting gifts, gifts, and consumption cards;

Not reporting personal matters in accordance with regulations, not truthfully explaining issues to the organization when organizing inquiries, and using the convenience of their position to provide assistance for others in job adjustments; Long term borrowing of vehicles from management and service targets, engaging in profit-making activities in violation of regulations, arranging subordinate unit staff to pay personal expenses, and engaging in money and sex transactions;

Intervention and interference in judicial activities; Taking advantage of the convenience formed by one's position or authority, seeking benefits for others in contracting engineering projects, coordinating judicial cases, public security traffic management and law enforcement, and soliciting and illegally accepting property from others.

Shangguanhui noticed that on September 28, 2019, a particularly serious road traffic accident occurred on the Wuxi section of the Changshen Expressway in Jiangsu Province, where a large bus collided with a heavy truck, resulting in 36 deaths and 36 injuries.

On September 11, 2020, according to Xinhua News Agency, it was recently learned from relevant departments that the Discipline Inspection Commission and Supervision Commission of Zhejiang, Anhui, and Henan provinces have seriously investigated the dereliction of duty and responsibility behind the "9.28" particularly serious road traffic accident on the Shenzhen Expressway in Wuxi, Jiangsu. The old boss voluntarily submitted the case

In October 2019, Huang Baowei, Chairman and Secretary of the Party Group of the Zhengzhou Municipal Committee of the Chinese People's Political Consultative Conference, voluntarily submitted his case for review and investigation.

According to public information, Huang Baowei served as an Air Force pilot, deputy regimental commander, director of a certain military aviation training base, and deputy division director of a certain military aviation training base in his early years.

In December 1999, Huang Baowei was appointed as the Deputy Director of Zhengzhou Public Security Bureau. He later served as the Director of Sanmenxia Public Security Bureau, Deputy Mayor and Director of Sanmenxia Public Security Bureau, Deputy Mayor and Director of Zhengzhou Public Security Bureau. In September 2011, he became a member of the Standing Committee of Zhengzhou Municipal Committee, Secretary of the Political and Legal Affairs Committee, and Director of the Municipal Public Security Bureau. Just one year into his new job, in October 2019, Huang Baowei voluntarily surrendered. In May 2020, Huang Baowei was suspected of bribery and corruption, and was designated by the People's Procuratorate of Henan Province for jurisdiction. The People's Procuratorate of Anyang City filed a public prosecution with the Intermediate People's Court of Anyang City in accordance with the law.

The People's Procuratorate of Anyang City charges that the defendant Huang Baowei used his position as the Secretary and Director of the Party Committee of Sanmenxia City Public Security Bureau, the Secretary and Director of the Party Committee of Zhengzhou City Public Security Bureau, and the Secretary of the Standing Committee and Political and Legal Affairs Committee of Zhengzhou City to seek benefits for others, extort or illegally receive property from others, with a particularly large amount of money; Taking advantage of his position as the Secretary and Director of the Party Committee of Sanmenxia Public Security Bureau and the Secretary and Director of the Party Committee of Zhengzhou Public Security Bureau, he illegally occupied public property with a huge amount, and should be held criminally responsible for bribery and corruption according to law.
