On July 26th, the China Discipline Inspection and Supervision Daily published an article analyzing the serious disciplinary and illegal case of Fu Yonggang, former Secretary of the Party Group and Director of the Forestry Bureau in Wenshan Prefecture, Yunnan Province. According to the disclosure, this department level leader lacks work ability, but has a strong sense of officialdom. Regardless of the occasion, speeches must be written by staff. During the detention period, the investigators asked him to write statements and other materials, but Fu Yonggang was at a loss and often asked, "Is there a template for this material? I will write it according to it."
Fu Yonggang was born in July 1964. Formerly served as the Deputy Secretary of the Malipo County Committee and Secretary of the Political and Legal Affairs Commission in Wenshan Prefecture, Yunnan Province; Member of the Party Group and Deputy Director of the Forestry Bureau of Wenshan Prefecture, and Director of the State Forest Public Security Bureau; Secretary of the Party Group and Director of the Forestry Bureau of Wenshan Prefecture. In January 2019, when Fu Yonggang was appointed Secretary of the Party Leadership Group and Director of Wenshan Prefecture Forestry Bureau, he was dismissed from his post in the Party and removed from his post by the government because he arranged his subordinate units to obtain project funds for gift giving. Later, he was transferred to the Foreign Affairs Office of Wenshan Prefecture People's Government as a level four researcher, and retired in October 2021.
In May 2022, Fu Yonggang announced his downfall and was subsequently expelled from the party in November of the same year. The notice pointed out that Fu Yonggang lost his ideals and beliefs, abandoned his original mission, provided false information to the organization, and opposed organizational censorship; Failure to truthfully explain issues during conversations and interviews with the organization; Borrowing money from management service recipients; Taking advantage of one's position to solicit and accept property from others; Abuse of power and embezzlement of special funds for gift giving; Collaborating with judicial personnel to prevent guilty individuals from being held criminally responsible
The China Discipline Inspection and Supervision Report revealed that in 2009, shortly after Fu Yonggang became a member of the state forestry bureau, he used the pretext of borrowing money to demand 1 million yuan from a mining owner, Liu, for the purpose of purchasing property in a residential area in Kunming. After receiving this money, Fu Yonggang provided assistance multiple times for Liu to handle the approval procedures for forest land use during the mining process in Xichou County and Guangnan County. When the inspection and investigation team of the Discipline Inspection Commission and Supervision Commission of Wenshan Prefecture visited the cadres and employees of the forestry system in the prefecture and county, they all shook their heads when they mentioned Fu Yonggang's work ability and achievements. Some felt that his statements were too high-profile, his actions were too few, and his implementation was poor. They also had to agree with their opinions; Some feel that his performance does not match his position, and he does not think about work, only considering how to use his power for personal gain and profit from it.
Faced with multiple attempts to save the group, Fu Yonggang remained unmoved. In 2019, the Yunnan Provincial Commission for Discipline Inspection and Supervision held a state wide leadership meeting in Wenshan Prefecture, requiring comrades with problems to proactively explain their problems. After the meeting, Fu Yonggang talked about receiving a total of 50000 yuan in annual gifts during a conversation. The next day, when he accepted the conversation again, he denied it and changed his mind, saying that he had never received any annual gifts.
In the early stages of detention, the arrogant and domineering Fu Yonggang still did not restrain himself. When interrogated by the investigators, he often interrupted them and even said once, "I won't argue with you when you mentioned that I went to Kunming Club to 'taste new tea'. But when you said that I took bribes, it was purely a injustice to me."
Fu Yonggang is not the only official who still arrogantly responds to the censorship after being detained. Gu Cuiying, Secretary of the Party Branch of Shishao Village in Huangwei Town, Sixian County, Anhui Province, has a domineering style and has repeatedly used her power to embezzle and defraud demolition compensation funds, and receive benefits. During the initial review by the county disciplinary commission, he formed an offensive defensive alliance with multiple people. Not only did he refuse to acknowledge the main facts in the early stage, but he also denied his confession in the later stage. He was ultimately sentenced to one year and six months in prison.
During her detention period, Luo Zhenxue, the former cashier of Wantian Yao Ethnic Township Finance Office in Lingui District, Guilin, Guangxi, learned that investigators were processing returns for items she had purchased online with public funds. However, she said, "Don't give me the bag I bought. I'll have to carry it when I go out in a few days." According to investigators, Luo Zhenxue started making money four months after starting work. In just over two years, Luo Zhenxue embezzled and misappropriated village and township management funds dozens of times, totaling 1505437.63 yuan.
