On August 4th, the National Development and Reform Commission issued an additional investment of 100 million yuan from the central budget to support the emergency recovery and reconstruction of infrastructure and basic public service facilities in severely affected areas of Hebei and Tianjin. In the Northeast region, officials and people in Heilongjiang, Jilin and other places are making every effort to deal with the overflow and waterlogging caused by heavy rainfall on reservoirs and cities.

Since the early morning of August 2, rainstorm and heavy rainstorm have continued to occur in many parts of Heilongjiang, and 25 rivers such as Hailang River and Ant River have exceeded the warning water level. On August 4th, the Jingbo Lake Reservoir Dam in Mudanjiang City experienced overflow, endangering the waterfall village next to the reservoir. Armed police officers and soldiers fought tirelessly overnight, reinforcing the dam with sandbags. In some communities of Hailin City, waterlogging occurred, and party members and residents in the jurisdiction worked together to rescue and provide relief.

Jilin Province upgraded its level III emergency response for flood and drought disaster prevention to level II at 8:00 am on the 4th. In Shulan City, Jilin Province, this round of heavy rainfall caused multiple village roads to be blocked and communication to be interrupted. The local authorities immediately organized nearly a thousand people to rush to the affected villages to rescue trapped people. More than 14300 affected people have been gradually relocated.

Affected by heavy rainfall, as of 7:00 am on August 5th, among the 37 large reservoirs in Liaoning, 6 of them have exceeded the flood limit. The local area is currently monitoring in real time to orderly discharge floodwaters.

Hulunbeier, Inner Mongolia, also welcomed rainstorm and heavy rainstorm in this round of rainfall. At Xiangyangyu Reservoir in Arong Banner, Hulunbuir City, flood control personnel are on duty 24 hours a day, monitoring changes in reservoir water level and water situation development at any time.

On the 4th, the Songliao Commission of the Ministry of Water Resources and Heilongjiang and Jilin provinces upgraded their flood prevention emergency response to level II. As of 8:00 on the 5th, 10 rivers in Heilongjiang Province, including the Yalu River and its tributaries Jiqin River, Ant River, and its tributaries Huangni River, as well as the Lalin River and its tributaries Dani River, Chonghe River, Mangniu River, and Mudan River tributaries Hailang River and Zhuerduo River, have experienced floods.
