At around 13:00, after rescuing and resettling trapped personnel at the Youth Military Academy base in Qinglonghu Town, Fangshan District, the rescue personnel of the Beijing Fire Special Service Detachment received a report that someone was trapped at the Manshui River Cultural Station, 9 kilometers away from here. The on-site commander immediately dispatched troops to the scene for rescue.

At the scene, water had already flooded the roofs of the houses where the trapped people were located, and five people were trapped on high walls, including one child. At 11:07, after being guided by the crowd, firefighters found two elderly people. At this moment, the elderly couple was trapped in their own small supermarket by the turbulent water flow, unable to open the door, and had to communicate with the firefighters through the window. At 11:12, firefighters successfully rescued two elderly people. After the old lady stepped out of the store door, the firefighters took her trembling hand. After two elderly people were rescued, firefighters helped close the doors and windows of the store.
