From July 29 to August 2, Beijing suffered from extremely heavy rainstorm. In flood control and disaster relief work, comrades Feng Zhen, Liu Jie, Xiong Li, Liu Jianmin, and Wang Hongchun have sacrificed their precious lives to protect the safety of people's lives and property.
To recognize and learn from their heroic deeds, the Beijing Municipal Committee of the Communist Party of China has decided to posthumously award comrades Feng Zhen, Liu Jie, Xiong Li, and Liu Jianmin the title of "Outstanding Communist Party Member of Beijing". The Beijing Municipal Committee of the Communist Party of China and the Beijing Municipal People's Government have decided to commemorate Comrade Liu Jie and Comrade Xiong Li with first-class merit. The Beijing Municipal People's Government has designated Comrade Liu Jie, Wang Hongchun, Liu Jianmin, and Xiong Li as martyrs.

Feng Zhen, male, Han ethnicity, born in December 1992 in Wenshang, Shandong Province, is a member of the Communist Party of China. Prior to his death, he was the monitor of the special operations team of Bei'anhe Fire Rescue Station in Haidian District, Beijing, and the station manager of Xixiaoying Small Station. He holds the rank of first-class firefighter in fire rescue. Comrade Feng Zhen performed his duties faithfully and selflessly. He was not afraid of difficulties and sacrifices. He has participated in more than 3500 fire fighting and rescue operations and rescued more than 150 people in distress. He has won two third class meritorious deeds, four commendations, and many times was named "exemplary individual in Post Training". On July 31st, Comrade Feng Zhen bravely sacrificed himself in the process of rescuing trapped people and team members due to exhaustion of physical strength in continuous combat and being washed away by floods. The Emergency Management Department approved Comrade Feng Zhen as a martyr, and the National Fire and Rescue Bureau posthumously awarded him first-class merit.
Liu Jie, male, Han ethnicity, born in September 1974 in Beijing, is a member of the Communist Party of China. Prior to his death, he was a member of the Party Committee, Deputy Mayor of Longquan Town, Mentougou District, Beijing, and a third level researcher. Comrade Liu Jie rooted himself in the grassroots and cared for the people, worked tirelessly and selflessly, and solidly promoted key engineering projects such as the demolition and renovation of shantytowns and the environmental improvement of streets and alleys. In the past two years, the assessment of civil servants has been excellent, and they have been commended and rewarded in the past three years. On July 31st, Comrade Liu Jie encountered a flash flood while persuading the masses to evacuate and avoid danger, and was involved in the flood, heroically sacrificing himself.

Xiong Li, female, Han ethnicity, born in Yichun, Jiangxi in April 1987, is a member of the Communist Party of China. Prior to her death, she was the Deputy Director of the Economic Development Office in Wangping Town, Mentougou District, Beijing, and a Level 3 Chief Clerk. Comrade Xiong Li has been rooted in mountainous areas for 13 years, dedicating the most beautiful youth to the construction of old rural areas. He has been engaged in grassroots party building work for 7 years, always practicing the standards of organizational cadres, ensuring the successful completion of key tasks such as village and community party organization turnover. In 2021, he was awarded the third class merit award. On July 31st, Comrade Xiong Li was unfortunately knocked down and buried by the collapsed wall of a flash flood while rescuing the disaster stricken people, and made a heroic sacrifice.
Liu Jianmin, male, Han ethnicity, born in June 1976 in Beijing, is a member of the Communist Party of China. Prior to his death, he was a security patrol officer in Wuzhuang Village, Yancun Town, Fangshan District, Beijing. He joined the Fangshan Blue Sky Rescue Team in May 2021. Comrade Liu Jianmin is enthusiastic about public welfare and has participated in numerous mountain and wilderness rescue, urban rescue, and water rescue efforts, helping many trapped people out of danger. He was awarded the first batch of four-star volunteers in Fangshan District. On July 31st, Comrade Liu Jianmin was surrounded by river and mountain floods while guiding vehicles and personnel at the left Bangezhuang Bridge. Unfortunately, his rubber boat overturned and was washed away by the rapids of the flood, resulting in a heroic sacrifice.

Wang Hongchun, female, Han ethnicity, born in March 1982 in Beijing, is a commoner. Prior to her death, she was the supervisor of a real estate company in Beijing. In March 2013, she joined the Fangshan Blue Sky Rescue Team. Comrade Wang Hongchun is enthusiastic about public welfare and has participated in 136 rescue missions over the past decade. He has won honors such as Outstanding Team Member, Outstanding Contribution Award, and Anti epidemic Pioneer. On July 31st, Comrade Wang Hongchun was surrounded by river and mountain floods while guiding vehicles and personnel at the left Bangezhuang Bridge. Unfortunately, his rubber boat overturned and was washed away by the rapids of the flood, resulting in a heroic sacrifice.
