According to the Shaanxi Release, on July 28th, the fourth meeting of the Standing Committee of the 14th People's Congress of Shaanxi Province was held in Xi'an, and it was decided to appoint Wang Haipeng as the Vice Governor of Shaanxi Province.
Previously, Wang Haipeng was a member of the Party Group of the Shaanxi Provincial Government, Secretary General of the Provincial Government, and Secretary of the Party Group of the Provincial Government Organs.
According to the public resume, Wang Haipeng, male, Han ethnicity, born in November 1972, holds a university degree, a master's degree in engineering, and is a member of the Communist Party of China.
He once served as the Party Secretary and Director of the Shaanxi Safety Supervision and Administration Bureau of Civil Aviation of China; Secretary of the Party Committee and Director of the Ningxia Safety Supervision and Administration Bureau of Civil Aviation of China; General Manager and Party Secretary of Ningxia Airport Co., Ltd. of Western Airport Group; Secretary of the Party Committee and Chairman of the Western Airport Group. In 2020, Wang Haipeng was appointed as the Deputy Secretary and Director of the Party Committee of the State owned Assets Supervision and Administration Commission of Shaanxi Province. In 2022, he was appointed as the Director and Party Secretary of the Department of Transportation of Shaanxi Province.
On March 28th this year, the second meeting of the 14th Standing Committee of the Shaanxi Provincial People's Congress decided to appoint Wang Haipeng as the Secretary General of the Shaanxi Provincial People's Government and accept Xu Datong's resignation from the position of Deputy Governor of Shaanxi Province. On April 4th, the State Council appointed Xu Datong as the Deputy Minister of Public Security.

In addition to Xu Datong, there were two deputy governors in Shaanxi Province who underwent job adjustments in the first half of this year: former deputy governor Ye Niuping was transferred to the position of mayor of Xi'an, and Dai Binbin was appointed as deputy governor, director of the Provincial Public Security Department, inspector general, and deputy secretary of the Provincial Political and Legal Committee.
According to the official website of the Xi'an Municipal People's Government, Ye Niuping, born in December 1967, has served as the mayor of a county-level city, deputy district head of a provincial-level city, head of a municipal government department, member of the municipal government party group, secretary-general, deputy mayor, prefecture level city mayor, secretary of the municipal party committee, member of the provincial government party group, secretary-general, deputy governor, etc. In April 2023, he was appointed as the Deputy Secretary of the Xi'an Municipal Party Committee, Party Secretary of the Municipal Government, and Acting Mayor. In June of this year, he was elected as the Mayor of Xi'an.
In January of this year, Dai Binbin, who had previously worked in Beijing, was transferred to Shaanxi Province and appointed as the Deputy Governor of Shaanxi Province, responsible for the Provincial Department of Education, Provincial Department of Science and Technology, Provincial Department of Industry and Information Technology, Provincial State owned Assets Supervision and Administration Commission, and Provincial Academy of Sciences. On May 31st, Dai Binbin succeeded Xu Datong as the Director of the Shaanxi Provincial Public Security Department.
According to the official website of the provincial government, as of now, in addition to Wang Haipeng, there are also five deputy governors in the leadership team of the Shaanxi Provincial Government. Dou Jingli, born in March 1970, is currently the only female deputy governor of Shaanxi. After Wang Haipeng, born in 1972, takes office, he will become the youngest member of the leadership team of the Shaanxi Provincial Government.
