Becoming "citizens of farming", some farmers in Guyuan, Ningxia have had their household registration forcibly relocated to Shizuishan City for labor | immigration | household registration

According to the China Radio and Television Corporation's Voice of China News, recently, a group of people reported through the Voice of China News Hotline that they are residents of Kezhuang Village, Kaicheng Town, Yuanzhou District, Guyuan City, Ningxia. In 2013, the local government promoted labor migration and recommended them to work in Shizuishan City, Ningxia. The promise at that time was that there were many opportunities to go and see, and if you were not accustomed to or satisfied with the life in Shizuishan City, you could return to Guyuan at any time.

At that time, some villagers of Kezhuang Village registered their names and quickly returned to Shizuishan to continue farming and living in Kezhuang Village. After 2018, some villagers found that their registered residence registration was moved to Shizuishan without receiving any notice, and the nature of registered residence registration changed from agricultural to non-agricultural, that is, urban.

In recent years, these people who are "citizens of Shizuishan" have been farming and working in Kezhuang Village, Guyuan. Because of the change of their registered residence status, they cannot get agricultural subsidies, and they have to drive nearly 400 kilometers to Shizuishan to apply for new ID cards. Why did this happen?

Ding Jun, a local, told the reporter that he and several fellow villagers had found changes in registered residence since 2018. Ding Jun said that he discovered that he had become a native of Shizuishan when reissuing his ID card, and reissuing his ID card became his first application.

Ding Jun: I lost my ID card in 2018, and I couldn't make up for it at the police station. He said your household registration is already in Shizuishan. We can't do it here. We need to go to Shizuishan to apply for a household registration book. For the first time, we must go to Shizuishan.

Ding Jun: You must go to Shizuishan. Later, when the child went to school, the school asked for an ID card and ran over to apply for it.

Seeing his new household registration in Huimagnesium Community, Huinong District, Shizuishan City, Ding Juncai recalled that in 2013, the head of the original migration office in Kaicheng Town, Yuanzhou District, went to Kezhuang Village to promote labor migration. He said that there were more opportunities to work in Shizuishan, earn more, and even share a house. If he didn't like the life there, he could come back at any time.

Ding Jun said, "Come over and say it's convenient for you to come and take a look while working over there. If you can stay there, you can stay, and if you can't, you can come back. They all come over in the morning, either at night or the next day. They just go home and the environment is not good, so we'll come back."

Ding Jun remembers that when he went to Shizuishan, each household could have a house of about 50 square meters, but they didn't ask for it. After returning to Guyuan, they specifically asked the town and were told that it had no impact, so they didn't pay attention to this matter afterwards.

"We were afraid that he would transfer his household registration, so we ran to the town and asked. The director of the immigration office in the town said that this doesn't affect anything for you. You can do whatever you need to go back and do. The farming and work that should be done don't affect your household registration. It's impossible to transfer it, so we'll go home separately and don't care," Ding Jun said.

Ding Qiang said, "He just said that the workers there are easier to work and earn more money than here. We went there to do it. The wages in the factory are too low, around 3000 yuan. We are all in the construction industry, and if we can't do it, we'll come back. Without saying that, he said you should go and adapt, but if possible, we'll get you a household registration. When we finally come back, we'll also tell them."

Ma Ming remembers that after registering, the town government pulled them to Shizuishan and told them that the house had been divided and they could work in the industrial park. However, after seeing it, they still decided to return to Guyuan.

Ma Ming said, "We haven't signed any documents in the village or township before. In the end, we said that if you can survive in that place, you can transfer your household in three to five years. If you can't survive, you can also come back. When the car drove to the door, we took a car to go and took a look. That place is also an industrial area, and they have also divided the houses over there, including the number of buildings, units, and houses. We gave the key to the house, so we didn't go and have been living here until now."

Nowadays, without an agricultural household registration, they still plant on the land. Apart from having to travel hundreds of kilometers to obtain their identity documents, there are many subsidies in the village that they cannot enjoy.

"The dangerous houses are given above, and almost every household has them, but our family doesn't. The house to the west of me collapsed in 2020," Ma Ming said.

Ma Gang from the same village said that his father was the head of the household and passed away two years ago. If he wants to cancel the household, he also needs to go to Shizuishan.

Ma Gang said, "After my father passed away, when I went to open a town police station to cancel my household, he said it couldn't be cancelled, and so far I haven't gone to cancel it because my father has also been moved over. My father is the head of the household."

According to rough statistics by reporters, there are over 40 people from 9 households in Kezhuang Village, similar to Ding Jun and Ma Ming. Although Ding Jun has an urban household registration in Shizuishan, his social security information shows that he still holds an agricultural household registration and still participates in the basic medical insurance for urban and rural residents in Guyuan. And in 2021, Yuanzhou District of Guyuan City also issued them a new rural land contract operation certificate.

The household registration is in Shizuishan City, the northernmost part of Ningxia, and it is an urban household registration. However, people have been farming in villages in Guyuan City, the southernmost part of Ningxia. They are worried about how to calculate the rural homestead at home? Can the land continue to be contracted to them?

Dialing the phone number of the town mayor He Binglong, he said that the documents were submitted by the original Immigration Office.

He Binglong said: "It was transferred by the Immigration Office. If you move to Shizuishan, you will not return. But registered residence is not managed by the government, registered residence is managed by the local police station."

In the registered residence Section of Kaicheng Town Police Station, a police officer said that all the information about Kaicheng Town Police Station had not been handled. It was the procedure directly transferred by the Shizuishan Police Station according to the roster provided by the original immigration office.

"It was reported to the urban government, reported to the immigration office, and then the police station moved the household registration to the local public security, which has nothing to do with our side. We don't have any operations. The police station over there directly operated based on the immigration roster, and the household registration cannot be returned," said a police officer.

The police officer introduced that if you want to move your household registration back to Guyuan, you can choose to buy a house and settle down. However, it is almost impossible to get your rural household registration back.

Subsequently, the reporter and several residents came to the Rural Revitalization Bureau of Yuanzhou District together. A staff member said that the homestead and contracted farmland can be temporarily retained, but there is currently no policy support to transfer back to the agricultural household registration in Guyuan.

"For the 'Twelfth Five Year Plan' labor migration, as well as land rights confirmation, all the land rights have been confirmed for you. Currently, there is no policy for you to return to your hometown, which is almost impossible. It depends on what policy adjustments will be made later on," said a staff member.

The staff member said that there were 1645 labor immigrants in Yuanzhou District during the 12th Five Year Plan period. He just returned from Shizuishan and some of the labor immigrants who moved from Yuanzhou District to Shizuishan went to Yinchuan, Inner Mongolia and other places to work, but did not stay completely in the area.

"The number of labor immigrants is 1645 households, with 6518 people. Later, some of them mainly went out to work in Yinchuan, and then worked in Inner Mongolia," the staff said.

Why organized labor migration in 2013 and only moved household registration in 2018? This staff member explained that in 2018, Ningxia Hui Autonomous Region issued a document requiring the migration of household registration for labor immigrants during the 12th Five Year Plan period, based on the current year's roster. Ding Jun and his team returned to Guyuan, but were not removed from the roster.

The new ID card issued by the resident shows that they moved to Shizuishan from 2018 to 2019.

Ding Jun said, "When relocating households, the autonomous region requires that all the household registrations of labor immigrants be removed, and they should be provided to the public security according to the immigration roster, and transferred directly. It does not mean that you agree or disagree with it. You register in the village, the village reports you to the town, and the town reports you back, forming a roster."

The reporter found that in November 2018, the Public Security Department of the Ningxia Hui Autonomous Region and the former Poverty Alleviation Office jointly issued the Notice on Accelerating the registered residence Registration Transfer of Policy Migrants, requiring labor migrants who have moved and settled for three years to verify their registered residence. The poverty alleviation departments in various regions should find out the number of labor migrants who have not moved their registered residence registration, screen and determine the list of those who have not moved their registered residence registration for three years and send a written letter to the public security organ at the same level; Local public security organs shall complete the verification and transfer of registered labor migrants' registered residence within 15 working days after receiving the register of registered labor migrants' registered residence from the poverty alleviation department at the same level. Shizuishan also issued the Implementation Plan on Solving the Development Problem of Policy based Migrants, which also requires that labor migrants who have settled for three years must verify their registered residence registration, and requires the poverty relief departments of all counties and districts to find out the number of labor migrants who have not moved to registered residence registration, and send the list of personnel to the public security organ in writing. It also requires that after the registered residence of labor migrants is transferred, the self raised funds for housing construction should be paid off, and after the original homestead land certificate is cancelled, according to the national and autonomous region policies and regulations, the government of the place of immigration should handle the real estate ownership certificate for them according to law.

According to the description of residents in Kezhuang Village, none of them have lived in Shizuishan for three years. Why are they transferred to registered residence? Ding Qiang said that they only want to move their household registration back to their original address.

Ding Qiang said, "Our only demand now is to return our household registration to its original place. We just need to live our own lives, otherwise it will be too inconvenient. Every time we apply for an ID card, we have to go. My child has done it once, and the other child is about to grow up and needs to go again."
