In a video recording the sinking process of the dragon boat on the 9th, the reporter saw that a wooden dragon boat sank into the water in a very short time, and all participants fell into the water without wearing life jackets. Fortunately, after on-site rescue, there were no casualties.
"Carrying out folk activities must prioritize safety," said Jia Yingwu, the captain of the Law Enforcement Supervision Brigade of Rui'an Public Security Bureau. After investigation, several people who fell into the water did not know how to swim, and the consequences of an accident were unimaginable. Therefore, from the perspective of affecting public safety, the public security organs, in accordance with Article 38 of the Public Security Management Punishment Law, imposed administrative detention on the organizers.
In view of the phenomenon of apportionment, vulgarity, superstition, and disorder in local folk dragon boat activities, the Ruian Municipal Government requires that dragon boat teams be guided to carry out related activities in an orderly manner according to the principle of "specified time, designated area, and limited number of teams", and it is prohibited to organize and hold dragon boat activities without authorization.

Newly established base has become a popular destination for dragon boat racing

According to folklore scholars, nearly 80% of counties in Wenzhou carry out dragon boat racing activities every Dragon Boat Festival. Wenzhou dragon boat racing has a long history, profound cultural heritage, wide participation, and great influence.
On the morning of June 17th, the reporter saw at the Zhongtang River Greenway in Tangxia Town, northeast of Rui'an, multiple civilian dragon boat team members dressed in various costumes, under the command of resounding drums, working together to paddle. "In order to provide a better practice and competition environment for dragon boat enthusiasts, in addition to the original dragon boat base located in Nanbin Street, Ruian has opened a new Zhongtanghe Dragon Boat Base this year, with a total length of over 5 kilometers." Ruian Deputy Mayor Ma Suting said that to ensure safety, the dragon boat team has rescue forces on standby in the water during training and competition, and corresponding plans have been made for maintaining order on the shore. The dragon boat team convener can book a time and venue at the corresponding town on the track.
From June 19th to 22nd this year, Ruian will organize dragon boat activities in Zhongtang River. As a folk activity, dragon boat racing originated from the folk. Fan Bainai, Vice Dean of the Institute of Public Policy at Zhejiang University, believes that the management of related folk activities should fully consider the feelings of the masses, and should be sparse rather than blocked. Chi Xiaohai noticed that in recent years, more and more young people have been attracted to dragon boat activities and have participated in them. He suggested promoting the popularization of dragon boat sports among young people through special cultural lectures and other forms.
After the 2010 Guangzhou Asian Games and the 2018 Jakarta Asian Games, dragon boat racing has once again become a competition event at the Hangzhou Asian Games this year, and the venue for dragon boat racing is Wenzhou. "Next, we will consider holding dragon boat markets and other activities on the Zhongtang River Greenway, while strengthening the training of inheritors of intangible cultural heritage skills, so that more people can understand this folk custom and promote its healthy and orderly development," said Ma Suting.
